INCIDENT MANAGEMENT SITUATION REPORT
FRIDAY, APRIL 6, 2001 - 1000 MDT
NATIONAL PREPAREDNESS LEVEL 1
CURRENT SITUATION:
A total of ten new large fires were reported this past week, nine in the
Southern Area and one in the Southwest. Initial attack activity was
moderate in the Southern Area and light elsewhere in the nation. High
pressure will begin to build over the eastern Atlantic states establishing
a southwest flow, bringing in warm, moist air over the Southern Area and a
chance for isolated thunderstorms.
SOUTHERN AREA LARGE FIRES:
HORIZON, Florida Division of Forestry. This fire is located in Highlands
County, FL.
CORBETT, Florida Division of Forestry. The fire is in Palm Beach County,
FL.
BIG SWAMP COMMAND, Florida Division of Forestry. The fire is burning in
Polk County, FL.
OUTLOOK:
A new weather system is approaching the Pacific Northwest bringing rain
and unseasonably low snow levels to northern California, Oregon,
Washington and Idaho. High temperatures will range from the 30's to 40's
in the Pacific Northwest to the 60's and 70's in the desert Southwest.
Widespread thunderstorms and severe weather conditions will extend from
Dallas, TX into the northern Plains. Kansas and Nebraska will experience
strong winds and a high risk of tornado activity. Daytime high
temperatures are forecasted to be in the mid 40's to the mid 50's in the
northern portion of the region, 60 to 70 from western Texas through
Illinois, and the upper 80's to low 90's in southern Texas.
The South will experience partly cloudy skies and a chance for isolated
thunderstorms. A high pressure system will begin to build over the
Atlantic. High temperatures will range from the 60's to 70's in the
northern half of the area and in the 80's throughout the rest of the
region.
A low pressure system moving across the Northeast bringing rain showers
over Washington,DC and northward. Rain should change to snow across
Vermont, New Hampshire and Maine. Daytime high temperatures will be in the
40's from Maine to Boston, in the 50's through the middle of the area, and
in the 60's from New Jersey southward.

=> USGS Launches New Flood Tracking Website for South Dakota
Huron, S.D. -- A new Flood Tracking Website has been launched by the U.S.
Geological Survey (USGS) Water Resources Office in South Dakota. Aimed at
providing hydrological information to emergency management and other
essential government agencies, the 2001 Flood Tracking Website will be up
and running at 11:00 a.m. on Friday, April 6.
Similar to a webpage that the USGS operated during the spring 1997 floods,
the new Flood Tracking Website will assist federal, state and local
agencies and organizations involved in water management to deal with
potential flooding along the James, Vermillion and Big Sioux Rivers.
Information from the website can be used for managing programs associated
with flood warning and damage assessment.
The website, which can be accessed at http://sd.water.usgs.gov/flood, also
provides the general public and news media with a tool to track South
Dakota's rising stream levels and flood risks.
"Given the high level of snowpack in areas of the state and the likelihood
of significant flooding in the James River Basin and along other rivers in
the eastern part of the state, the USGS decided to launch a 2001 Flood
Tracking Website," said USGS Subdistrict Chief Rick Benson, whose office is
coordinating measurements at USGS streamflow-gaging stations in the James,
Vermillion and Big Sioux River Basins.
The 2001 Flood Tracking Website includes a map of South Dakota that shows
the location of the James,
Vermillion and Big Sioux River Basins. By clicking on the basin of
interest, users are able to display the location of selected USGS
streamflow-gaging stations for which real-time data are available. By
clicking on the triangle icon for a specific gaging station, the user will
see current streamflow information for that particular site including the
stage or gage-height values for the last five days and the National Weather
Service designated flood stage.
"While the slow melt-off that we have experienced has lessened the flood
potential of the record snowfall that was received in the Huron area of the
James River Basin, the potential still exists for major flooding," Benson
said. "Furthermore, any rainfall that is received during the next 7-10
days will aggravate the flooding situation on the James."
The USGS currently operates about 125 streamflow-gaging stations throughout
South Dakota in cooperation with about 40 federal, state and local
agencies. Historic streamflow information for these stations and near
real-time data for selected stations is available on the South Dakota USGS
homepage at http://sd.water.usgs.gov. Additional water science information
is available at the national USGS water homepage at http://water.usgs.gov.
=> NTSB Releases Update On Investigation Of Charter Jet Crash In Aspen,
Colorado
April 6, 2001
The National Transportation Safety Board today released an update of its
investigation into the March 29 crash of a chartered Gulfstream III (N303GA)
in Aspen, Colorado that killed all 18 persons aboard.
The Cockpit Voice Recorder (CVR) Group convened Tuesday April 3, 2001 and
finished on Wednesday April 4. A representative from each of the following
parties participated in the group activity: AVJet, Gulfstream and the FAA.
A transcript will be available at a later date.
The following bullets are derived from that group's activities and from
radio communications between the aircrew and air traffic controllers.
* The CVR from N303GA was a Fairchild A100A recorder. The continuous
recording was 31 minutes and 42 seconds in duration.
*
* Although, the CVR showed signs of structural damage, the tape was
intact within the crash-protected case.
*
* The CVR recording consisted of 3 channels of good audio quality. The
aircraft appeared to have had hot mics, as each of the two pilot station
audios was distinctly recorded on separate channels. The third channel
contained audio information from the cockpit area microphone.
*
* Shortly after the recording began, the Denver Center air traffic
controller cleared N303GA direct to PITMN intersection.
*
* Aspen airport weather information was recorded on one of the pilot's
audio channels.
*
* After N303GA was transferred to the Aspen approach controller, the
aircraft was given vectors to intercept the final approach course for the
VOR/DME C approach into the Aspen airport.
*
* While on the final approach course, N303GA was switched to the Aspen
tower controller.
*
* The crew of N303GA asked the tower if the lights were all the way
up; the tower responded that they were, and on high.
*
* When the tower asked N303GA if they had the runway in sight, the
crew responded affirmatively.
*
* At about 32 seconds before the end of the CVR recording an
electronic system voice called altitude at 1000 feet, and continued in
increments of 100 feet.
*
* At approximately twelve seconds prior to the end of the recording an
electronic voice called "sink rate".
*
* Shortly after the 200-foot call out, there was an electronic voice
call out of "bank angle" and the recording ended.
*
* The recording did not appear to contain evidence of aircraft
malfunction.
The Safety Board's investigation continues.
