INCIDENT MANAGEMENT SITUATION REPORT
FRIDAY, MARCH 2, 2001 - 1000 MST
NATIONAL PREPARDNESS LEVEL 1
CURRENT SITUATION:
No new large fires were reported to the National Interagency Coordination
Center this past week and four of the large fires in the Southern Area
reached containment status. Initial attack activity continued to be
reported daily in the Southern Area. A low in the Gulf of Mexico will
bring a chance of showers and thunderstorms to Florida through the
weekend.
SOUTHERN AREA LARGE FIRES:
BIG BEND, Florida Division of Forestry. Firelines on higher ground have
continued to hold.
TORY ISLAND, Florida Division of Forestry. This fire is near Homestead, FL
and is being monitored by air.
RED BEACH, Florida Division of Forestry. This fire is in Highlands County,
FL.
BAHIA, Florida Division of Forestry. This fire is near Melbourne, FL. The
fire is continuing to be monitored.
TALL PINE, Florida Division of Forestry. Crews are monitoring on a routine
basis.
LEYRY, Florida Division of Forestry. This fire is being monitored by air.
STAFFORD COMMAND, Florida Division of Forestry. No other information was
received.
OUTLOOK:
A weak high pressure system will slowly build into the Southeast over the
weekend. Moisture ahead of another low will push into the area early in
the week bringing a chance of rain. This low will linger over the
southeast into Tuesday before high pressure rebuilds over the area by
midweek. Low temperatures will be in the upper 30's and 40's with highs in
the 50's to lower 60's. Winds will be from the southwest 10 to 15 mph,
shifting northwest by the first of the week.
A cold front moving over the Pacific Northwest will bring precipitation
with a chance of light snowfall for the higher elevations. High pressure
over the Central Plains will keep the remainder of the West dry and under
partly to mostly cloudy skies. High temperatures will be in the 40's over
much of the region, 50's in the coastal region, with the Rocky Mountains
in the upper 20's to the upper 30's.
In the Midwest the Plains States will be partly cloudy with clearing
likely closer to the Canadian border. Eastern Texas will have showers with
a possibility of thunderstorms. High temperatures will range from the 30's
in the upper Midwest, 40's from the Ohio River Valley to the Texas
Panhandle, and the 50's from Kentucky south.
The Northeast can expect a chance of snow showers across the northern
states with the rest of the region remaining partly cloudy. High
temperatures will range into the teens for northern Maine, in the 20's
south to Connecticut, lower 30's and 40's from Pennsylvania into much of
New Jersey, and the lower 50's from Maryland into the Virginia's.

Earthquake Update as of 8 p.m. March 3
CAMP MURRAY - Following are the updates for the Nisqually earthquake as of 8
p.m. on March
3 based on information received by the State Emergency Operations Center at
Camp Murray.
Preliminary damage estimate is in excess of $1 billion.
There is a state proclamation of emergency for Western Washington. The
following jurisdictions
have declared a state of emergency: Cities of Seattle, Snoqualmie, Mountlake
Terrace, Tumwater,
Bellevue and Mercer Island; Counties of Thurston, Grays Harbor, King,
Kitsap, Pierce, Snohomish,
Lewis and Mason. See www.wa.gov/wsem/ for updated information on local and
state declarations.
A presidential disaster declaration has been declared in King, Pierce,
Thurston, Kitsap, Lewis and
Mason counties.
The need for individual assistance will be based, in part, on the amount of
damages home- and
business owners report to their local emergency management office. The
following list outlines
telephone numbers that have been provided by the local jurisdictions for
damage reports:

Residents and business owners who sustained uninsured losses in the affected
counties (and who
have already reported that information to their local emergency management
office) may begin the
application process for federal disaster aid by calling FEMA's toll-free
phone number at
1-800-462-9029, 5 a.m.-9 p.m. PST, seven days a week. Hearing and
speech-impaired callers
may dial 1-800-462-7585 (TYY).
State Capitol Campus: All state buildings on the Capital Campus in Olympia
are expected to be
open for normal operations Monday, March 5, except the Legislative Building
and Employment
Security Annex. State crews will continue to do clean up on the Capital
Campus over the weekend.
Structural engineers are continuing to check the Legislative Building.
Updates on all campus buildings
will be posted on General Administration's web site at <
www.ga.wa.gov/equake>. If employees are
uncertain whether they are to return to their work site, they are to contact
their supervisors.
Preliminary damage to homes - Through Saturday, the American Red Cross
damage assessment of
Western Washington earthquake damage listed 110 single-family homes and
apartments destroyed
and 126 other single family homes and apartments with major damages.
Injuries - 1 death, and 407 injuries are reported statewide.
Emergency shelters - No shelters currently are open. People may call
1-800-660-4124 for
earthquake assistance from the Red Cross.
Donations - At this time, other than cash donations to the American Red
Cross, there is no
requirement for donated goods or cash to the state of Washington. To help
the victims of this and
other disasters, contributions may be made to the American Red Cross
Disaster Relief Fund by
calling 1-800-HELP NOW or 1-800-257-7575 for Spanish speaking responses.
Power and water - Power in Western Washington has been restored. Major
damage has been
identified in the Manchester Water District in Kitsap County.
Pipelines - The Olympic Pipe Line, a petroleum fuel-carrying pipeline that
runs through much of
Western Washington is running at normal operation.
Transportation - Several roadways and bridges are closed and under repair
(see
www.wa.gov/wsem/ for more information.) Updates to road closures:
· 4th Avenue Bridge in Olympia.
· SR 302 at milepost 5 due to landslide. SR 302 is open to local access
only.
· SR 202 between SE Fish Hatchery Road and Snoqualmie Falls is closed
indefinitely due to
landslide danger.
· Snoqualmie River Bridge has three cracked piers.
· 4th Avenue South on-ramp to eastbound I-90 is closed.
· Northbound I-405 HOV lane is scheduled to re-open by noon tomorrow.
· First Avenue Bridge in Seattle, reopened to automobile traffic, remains
closed to marine traffic.
· Murray Morgan lift bridge in Tacoma, open to automobile traffic, closed to
marine traffic.

All rail lines are open except for spur lines in the Seattle and Olympia
area.
King County International Airport (Boeing Field) has closed 5,000 feet of
runway and imposed
weight limits for aircraft takeoffs and landings.
Sea-Tac Airport is reported to be operating at about 75 percent of capacity.
Parks - Several state parks are reporting damage. Tolmie and Millersylvania
state parks in Thurston
County are closed.
