Valid Friday, February 16, 2001 - Tuesday, February 27, 2001. Summary of
Forecasts & Threats

SYNOPSIS: There is high uncertainty today concerning the timing details of
potential
weather-related hazards across the United States during the next two weeks.
With no reliable model
consensus on the upstream circulation pattern over Alaska and the
northeastern Pacific, it is very
difficult to say anything specific about the downstream flow pattern for the
conterminous U.S..

THREATS

A short-lived cold snap is expected over the northern border states from
February 16 - 20.

Strong winds are anticipated for southwestern Alaska on February 16th.

Long-term drought continues over most of Florida, and over western portions
of the Carolinas and
northern Georgia.

DETAILED SUMMARY

For Friday February 16 through Sunday February 18: With a ridge currently
over British Columbia
and the Canadian Yukon, we should see more cold air building over western
Canada during the next
few days. Todays model runs favor the coldest air of this airmass to move
into the north-central U.S.
by Feb 16th, and moving rapidly to the east along the northern tier of
states over the following three
or four days. A powerful low pressure system is forecast to move northward
through the Bering Sea
during the start of this period, bringing strong winds to southwestern
sections of Alaska.

For Monday February 19 through Tuesday February 27: No weather-related
threats are foreseen at
this time. A moderating trend is forecast for much of the nation east of the
Rockies during the middle
and latter stages of this period, with arctic air confined north of the
border.

   => ACT - El Salvador: Quick assistance to earthquake victims
Geneva, 14 February, 2001
Action by Churches Together (ACT)

ACT members delivered food and temporary shelter to affected communities
only hours after a
major earthquake hit El Salvador yesterday.

Although some roads were interrupted due to renewed landslides, rapid
response teams from the Lutheran World Federation (LWF) and Salvadoran
Lutheran Church began distributing food and plastic for temporary shelter in
San Miguel Tepezontes,
Guadalupe and Verapaz. In these municipalities children and adults had been
without food since the
morning.

ACT assistance to those affected by the latest earthquake will continue to
expand in the coming
days. From Nicaragua, ACT members the Lutheran Church, CIETTS and Accion
Medica will send
a medical team, equipment and two vehicles, one of which is an ambulance, to
El Salvador on
Thursday, 15 February. This team will work together with the ACT team
already active in El
Salvador.

News sources this morning (CET) estimate that more than 170 people have been
killed with some
1500 people injured by this second quake to hit El Salvador within a month.
The 6.1 magnitude
quake had it's epicentre near San Pedro Noualco in the department of La
Paz - an area less affected
by the first earthquake on January 13.

By nightfall Tuesday, ACT-LWF El Salvador reported the following details
about the death and
destruction caused by the earthquake:

"In the department of La Paz, fifty deaths have been reported in San Juan
Tepezontes, another six in
San Miguel Tepezontes. In San Pedro Perulapan eight deaths have been
reported, and twenty
persons are trapped in their homes. At least ten municipalities in this
department have been seriously
affected.

Fifteen deaths and 500 injuries were reported in the Department of San
Vicente, where the historic center of San Vicente was practically
levelled. The communities of Guadalupe, Verapaz and San Sebastian suffered
up to 90% damage.
Landslides were reported on the slopes of the San Vicente Volcano,
Chichontepec.

Much damage has been reported in the Department of Cuscatlan. At least 50
homes have been
destroyed in the capital city of Cojutepeque, where the historical center
was also seriously damaged.
Eulogio Rivas School, and the school in Candelaria, were seriously damaged.
The roads around Las
Pavas Hill are impassable due to landslides.

In the Department of San Salvador, the church in the center of Apopa has
collapsed. A bus on the
Aguas Calientes Road in Ilopango is partially buried. More landslides,
smaller and less destructive
than January's dramatic avalanche which buried the neighborhood Las Colinas,
were reported in the
communities of Las Colinas and Pinares de Suiza, in Santa Tecla, at the base
of La Cordillera de El
Balsamo. Evacuation of the displaced persons camp El Cafetalon, begun some
days ago, has been
suspended. More evacuees from damaged and threatened areas are being
received.

Some damage has been reported in the Department of San Miguel, for example
on the second and
third floors of the National Hospital, from which patients have been
evacuated. There have been
landslides in the areas of Chinameca and San Jorge.

Ninety percent of the homes in San Luis del Carmen, in the Department of
Chalatenango, were
damaged or destroyed. Some damage was reported in Sonsonate, such as the
collapse of one
colonial church.

Once again, much of the population is very concerned about communicating
with relatives. And once
again, there is an urgent need to set up new camps to attend to evacuees in
areas damaged or made
more vulnerable by yesterday's earthquake."

In January ACT issued an appeal for $3.9 million to support the victims of
the earthquake in El
Salvador - so far only US $ 1,1 million has been raised.

14 February 2001

Earthquake on 13 February of 6.6 on the Richter Scale Government appeals
for international assistance

1. During a meeting with the donor community on 13 February 2001, the
Government of El Salvador made a request for international assistance.

2. According to the United Nations Resident Coordinator's Office in El
Salvador some 45 aftershocks have been registered, following the
earthquake of 13 February 2001.

3. Latest figures indicate 173 people dead and 1,557 injured. In the
departments of Cuscatlán, La Paz, and San Vicente alone, 123 people have
been killed and 1,243 injured.

4. About 141 houses have been destroyed and four hospitals damaged in the
departments of La Paz, San Vicente and Cuscatlán. The Catedral of Santa
Ana, in the department of Santa Ana, near the border with Guatemala, was
also damaged.

5. Several roads have been blocked by landslides in the following
municipalities: San Vicente (Department of San Vicente), San Miguel
Tepezontes and Tapalhuaca (Department of La Paz), Colon (Department of La
Libertad), Armenia (Department of Sonsonate), and San Pedro Peruplan
(Department of Cuscatlan). Landslides have reportedly hit the Pan-American
Highway, still being restored after the 13 January earthquake.

National Response

6. Authorities are installing additional temporary shelters in three
municipalities and the Salvadorian airforce is carrying out evacuation
operations from the areas isolated by the landslides.

7. Emergency teams are trying to restore alternate roads as well as the
main energy supply system in the area of Bajo Lempa.

   => The Salvation Army commits to long-term care in India

    As more tents arrive in Gujarat to provide housing for quake survivors,
The Salvation Army and Indian officials begin to look at long-term care and
solutions. The local governments have cooperated fully with The Salvation
Army's Social Development unit in supervising the assessments of damage from
the quake. The initial seven villages originally assigned to The Salvation
Army for aid have increased to 10 with an estimated population of 30,000.

    Immediately following the quake, children from the Bhuj area, near the
epicenter, were evacuated to the city of Ahmedabad. As the children return,
Indian authorities have requested The Salvation Army to provide care for up
to 100 children orphaned or disabled by the quake. The Salvation Army has
given a 10-year commitment and is ready to receive the first children in a
makeshift children's home in Bhuj. Captains Gabriel and Indumati Christian
have been placed in charge of the children's home and the
relief-to-development phase.

    It was initially believed that Salvation Army property had suffered only
minor damage but aftershocks aggravated the weakened buildings. Among the
places suffering extensive damage is the Emery Hospital, Anand, where The
Salvation Army medical teams have been operating.

This GOES-10 image shows a strong winter storm that has hit California with
heavy snowfall, wind,
rain, sleet, hail, waterspouts, and mudslides.
Two feet of snow and up to four inches of rain have been reported in some
areas.

Tropical Cylcone 09S (Vincent) was located in the Indian Ocean near 15.1S
and 115.3E at 06:00
UTC.
Vincent was moving east-southeastward at 13 knots with maximum sustained
winds estimated at
35 knots, gusts to 45 knots.

Airborne dust is visible in both the METEOSAT-7 (indicated by yellow arrows)
and TOMS

images blowing off the western coast of Africa. The airborne dust extends
out well into the Atlantic
Ocean where
in begins to get absorbed into a weather pattern.
