"High winds Thursday, combined with cold air from Canada, are causing
very low
wind chills of below -30°F over Minnesota, Iowa, and surrounding areas.
Early
Thursday morning, wind chills to -60°F were observed in southern
Manitoba and
northern Minnesota."
