   => UNICEF -- SPECIAL BULLETIN - - INDIA CRISIS UPDATE

The number of dead in India's most powerful earthquake in 50 years
has risen to a devastating 20,000 lives lost - and the death toll
continues to rise as relief efforts frantically persist. Tens of
thousands of people are still missing or unaccounted for. Aftershocks
continue to hit - more than 275 have been recorded so far - hampering
relief efforts and frightening the survivors. The scope of this
disaster is huge - at least 100,000 people are in need of immediate
relief including water, food, shelter, blankets, and basic medical
supplies.

UNICEF's ACTION
This weekend, UNICEF delivered $100,000 in basic medical supplies
to Gujarat - an additional $600,000 in supplies were dispatched.

Today, three UNICEF emergency health kits (enough to help 30,000
people) were shipped to Gujarat. UNICEF has committed to provide
$5 million for medical supplies and safe water, and $2 million for
Family Survival Kits. (Family Survival Kits each cost about $43 and
contain cooking utensils, blankets, clothing, oral re-hydration
salts, chlorine tablets to purify water, soaps, a bucket, other
hygiene items, candles, and kerosene lanterns).

This is just the beginning of UNICEF's support. Over the next two
weeks we will work to sustain immunization coverage and to provide
trauma counseling training to those who work closely with children.

Background

- On January 26, at approximately 8:46 AM local time, an earthquake
measuring 7.9 on the Richter Scale occurred in western India. The
epicenter of the earthquake was located 13 miles northeast of Bhuj in
Gujarat State, India. Since January 26, there have been 77 confirmed
aftershocks, 19 of which registered above 5.0 on the Richter Scale. On
January 28, two aftershocks caused additional structural damage. Pakistan,
Nepal, and Bangladesh were also impacted.

- The earthquake was the most powerful to strike India since August 15,
1950, when an 8.5-magnitude earthquake killed 1,538 people in northeastern
Assam state. Numbers Affected

- Official Government of India (GOI) figures placed the death toll at
6,072 and the number of injured at 14,512. Local officials in Gujarat
publicly predict that there may be 20,000 dead and 50,000 injured.
Unofficial estimates indicate 40,000 dead and 80,000 injured.

- A local official in Gujarat estimated that approximately 125,000 people
remain missing. Local GOI sources confirm that tens of thousands may still
be trapped in collapsed buildings.

- An additional 11 people are reported dead and 68 injured in the
Pakistani towns of Hyperbad and Badin-located in the southern province of
Sindh.

Current Situation

- The GOI has delegated the Indian Red Cross as coordinator for the
distribution of relief commodities.

- The Indian Army has dispatched approximately 5,000 personnel to Gujarat
to assist with rubble clearing and the offloading and handling of relief
supplies.

- The GOI has identified several critical needs in affected areas
including earth moving equipment, concrete cutting and breaking supplies,
medical equipment and supplies, mobile field surgical hospitals, potable
water, sanitation facilities, food, and shelter.

- Logistical constraints continue to be the largest factor delaying the
delivery of relief supplies to the affected population. Limited airport
receiving and unloading capacity in the affected area has created a
bottleneck in secondary distribution networks.

- While food security is normally not an issue in earthquake situations, a
third consecutive year of drought conditions has made emergency food
assistance a concern. Bhuj

- The Kutch district, which includes the town of Bhuj, was the most
severely affected area and remains isolated from surrounding areas. Field
reports from Bhuj indicate that water, communications, power, fuel and
medical infrastructures have been destroyed. The Indian Red Cross and
Indian Army have set up twelve distribution points throughout Bhuj.

- Cargo flights are no longer being accepted in Bhuj and are being
redirected to Ahmehabad. According to field reports, 40 railway stations
in the area were also damaged.

- Severely injured residents are being evacuated to three public
hospitals, which are operating at a limited capacity.

Ahmedabad

- According to the United Nations Office for the Coordination of
Humanitarian Affairs (UNOCHA), as many as 50% of the buildings have been
destroyed and 95% are uninhabitable. The local media reported that the
Nehru Bridge, which spans the Sabarmati River, was structurally damaged.
Media reports also cite damage to power lines, phone infrastructure, gas
lines, railways, and water systems.

U.S. Government Assistance

- The United States Agency for International Development/Office of U.S.
Foreign Disaster Assistance (USAID/OFDA) is prepared to provide $5 million
in emergency humanitarian assistance.

- An airlift of USAID/OFDA-funded commodities arrived in New Delhi on
January 29 to meet the immediate needs of 8,000 affected families. The
aircraft includes 800 rolls of plastic sheeting, 16,000 blankets, 16,000
5- gallon water containers, 10 water distribution kits, 2 water
purification units, 10 generators, 20 light stands, and 20 electrical
cords. The total value of this shipment is approximately $822,156,
including airlift from the United States to India.

- USAID/OFDA provided an initial $100,000 in disaster assistance through
USAID/Delhi to the Prime Minister's National Relief Fund for immediate
assistance to those affected by the earthquake.

- Catholic Relief Services (CRS) began distributing 500 MT of U.S. Title
II emergency food commodities valued at $187,000 on January 29. The
emergency food assistance was already in-country and will provide 100,000
daily rations to earthquake-affected persons in Bhuj and Ahmedabad. CARE
began distributing 100 metric tons (MT) of U.S. Title II emergency food
commodities on January 27. The emergency food assistance was already
in-country and consists of ready-to-eat food aid that will meet 40-50% of
the daily food requirements for 4,000 families in Bhuj for 15-20 days.

- On January 28, USAID/OFDA sent an eight-member Disaster Assistance
Response Team (DART) to India. The team includes a team leader, logistics
officer, information officer, administrative officer, press officer,
communications officer, field officer, and a technical expert. Two
Department of Defense (DOD) logistics personnel from the Defense Attache
Office at the U.S. Embassy in New Delhi will complement the USAID/DART.

- On January 26, USAID/OFDA activated a 24-hour Response Management Team
in Washington, D.C. to coordinate the U.S. Government response to the
disaster.

- Since 1998, USAID/OFDA has provided funding in support of the Program
for the Enhancement of Emergency Response (PEER), a regional training
initiative designed to promote, develop and strengthen Search and Rescue
(SAR) capabilities in earthquake-prone countries of Asia. This
collaborative program, implemented in partnership with the Asian Disaster
Preparedness Center (ADPC) and Miami-Dade Fire Rescue Department has
helped to increase earthquake preparedness and response capabilities in
India prior to this disaster.

Other Donor and International Organization Assistance

- The European Union (EU) provided $2.78 million in emergency assistance.
Additional donations have been made by Britain ($4.5 million), Italy ($2.1
million), Norway ($1.1 million), Netherlands ($420,000), Ireland and
Belgium ($920,000), Kuwait ($250,000), Greece ($270,000), South Korea
($100,000), and China ($50,000).

- The Government of Israel is dispatching a mobile field hospital,
including a team of doctors, medical staff, and medical equipment.

- The International Federation of the Red Cross (IFRC) has deployed a
mobile field hospital to Bhuj.

- Search and Rescue teams from Russia, Switzerland, Britain, Turkey, and
Germany are operating in the affected area.

- A United Nations Disaster Assessment and Coordination Team was deployed
to the affected area on January 27.

Whiteville, North Carolina
(this project is an extension of the Burgaw project)
DISASTER: FLOOD
01/29/01: This week we worked on the sewer line for a family of 7 with a
disabled father. We made this project a priority because the family needed
an
inspection before they could legally live in the house. We also hope to
build a
deck with a wheelchair ramp for their handicapped child.

We are currently doing casework to assess the needs of other disaster
survivors.
We are hoping to use Catholic Social Service funds to build a new house for
a
Hispanic family of 5.

Our long-term volunteer trailer is now clean and repaired. We are finally
reaping the benefits of our work through hot showers and laundry facilities.
Our
short-term volunteer trailer is almost ready for tenants. The electricity is
hooked up and we are waiting for new carpet and replacement windows.

Word is getting out that the Mennonites are in town and we have received two
invitations to visit churches. We met with the Presbyterians and they have
some
funds that we may be able to use to help our clients. Last Sunday we had the
privilege of attending the ordination service of Pastor Bert Caraballo at
the
Living Word Church, a local Hispanic congregation.

Please pray that our time here will be a blessing to others and that Christ
will
be glorified as we share our love and skills.

DISASTER: TORNADOES

JOBS STARTED: 10, JOBS COMPLETED: 5
01/29/00: We had 48 volunteers this week! The siding is nearly complete on
all
of the houses and the drywall is finished in the Brooks house. Drywall has
also
been hung in two other houses. The rough wiring is nearly complete on all of
the
houses as well. Mr. Lucas finally got his metal roof finished, so we are
able to
proceed with the interior work.

We were blessed with good help and good weather, although cool for the south. We had a new experience of working with the Catholic Construction Corp. from the Chicago area. They have worked in some very under privileged areas and they taught us a new blessing song. We learn from each other! The other large group were friends from Albany Christian Church in Albany, GA where we worked for six months last winter. We had a great time renewing old acquaintances.

---------------------------------------------------------------------------- ---- Snow Hill, North Carolina DISASTER: FLOOD PROJECT START DATE: 12/01/99 VOLUNTEERS TO DATE: 296 JOBS STARTED: 45, JOBS COMPLETED: 37 01/29/01: We had a productive week in Snow Hill with two volunteers from East Petersburg Mennonite Church in Pennsylvania and three young men from Mt. Lake, Minnesota.

The porch posts were put into place at the Diggs home and the soffit was finished. We are almost done with the drywall finishing.

We ran shingles on the Worthington home and installed house wrap, fan fold insulation, and 1/2 the siding. Hanging the windows and doors has allowed us to secure the house to some extent. Jim Scott started electrical work on Thursday. If the plumbers keep up with Jim, we will be hanging drywall shortly.

We shingled and finished electrical wiring on the Chase addition. The plumbing needs to be brought up to meet code and smoke detectors have to be run to every bedroom before we continue with insulation and drywall.

Long-term volunteer Harry Coffelt arrived from Ortanna, Pennsylvania to help with crew management on the job sites. We welcome him and look forward to working with him.

We also welcomed a new travel trailer that was donated to MDS. Henry and Pearl Dueck have spent the past few months living in a less than desirable trailer and they welcome this change with open arms.

We are eagerly anticipating the return of two MDS cooks, John and Margaret Blatz - even though our New Years resolutions of weight loss are likely to be violated by their gourmet cooking!!

---------------------------------------------------------------------------- ---- Apache, Oklahoma DISASTER: FLOOD PROJECT START DATE: 01/26/01 VOLUNTEERS TO DATE: 0 JOBS STARTED: 0, JOBS COMPLETED: 0 01/26/01: The Apache, OK project is now open and accepting volunteers. Nearly 10 inches of rain caused flashed floods in Apache last October. The water rose quickly, flooding 40 homes in a town with only 1,500 residents. ---------------------------------------------------------------------------- ---- Burgaw, North Carolina DISASTER: FLOOD PROJECT START DATE: 11/15/99 VOLUNTEERS TO DATE: 742 JOBS STARTED: 53, JOBS COMPLETED: 42 01/22/01: Last week we received 12 of the volunteers from the first PA MDS bus of the season. They were a fun and energetic group and we were able accomplish a lot in four days. Jakob and Derek spent last week finishing the final details on a number of homes. The Watkins and Kelly homes are both finished and we hope to have dedications soon. It is always exciting to finish a home and watch the family move in.

Two new jobs were started last week. Queen Wooten and Cyball Sessens homes were gutted and taken apart and we will start to put the pieces back together this week. I got to be on the destruction crew as well and it was great ripping down walls and windows (although I didn't like all the things we found in between the walls). Queen is a great lady to work for. She will always come by to talk to us and encourage us. Lilli and her crew worked on the Mobley home. They were able to hang all of the trim and cupboards and begin the painting. Joy Mobely has been helping out where she can. She painted the whole house and is helping with the trim. It is great seeing her excitement and willingness to help.

The crew at the Cole home shingled and roughed in the plumbing and electric. All in all it was a great week and we were happy to see the progress made last week.

---------------------------------------------------------------------------- ---- Hutchinson, Kansas DISASTER: GAS EXPLOSIONS 01/19/01: Multiple gas explosions have rocked the city of Hutchinson, KS this week and hundreds have been evacuated from their homes. Geysers of natural gas and salt have been erupting from old underground salt mines that lie beneath the city of 40,000 people. City and state investigators have admitted a "gas problem" and they are working to determine the cause of the leaks. As more gas leaks continue to be discovered, MDS workers have decided to join in the investigation. Vernon and Perry Miller are currently in Hutchinson to determine if there is any way that MDS can be of assistance.

---------------------------------------------------------------------------- ---- Princeville, North Carolina DISASTER: FLOOD PROJECT START DATE: 12/11/00 VOLUNTEERS TO DATE: 88 JOBS STARTED: 3, JOBS COMPLETED: 0 01/17/01: MDS is still helping Habitat for Humanity complete the homes that were framed by MDS between Christmas and New Years. The Princeville volunteer schedule is booked until the week of April 22nd.

Earlier this week, MDS began framing on another new house. Volunteers will be putting shingles on that home by the end of the day. RAMS enables emergency managers to rapidly analyze a situation, identify the optimal response and associated resources, implement the plan, and effectively manage the situation. It is organized into seven integrated modules, with several tools per module. While many of the tools help public safety agencies carry out routine daily functions, when a crisis occurs, the information from these tools becomes an input to the Response Options Generator (ROG), the RAMS decision support tool.
