CURRENT SITUATION:

One new large fire was reported this past week in the Southern Area, and
one large fire in Southern California reached containment status. Initial
attack activity was light in the Southern Area despite red flag conditions
the first part of the week. A weak low pressure system drifted across
Florida easing the fire potential in the area. An intense Pacific storm
brought much needed precipitation to Southern California with some areas
reporting over four inches of rain in a 24 hour period.

   => Arkansas Disaster Aid to Individuals Tops $1.7 Million

Little Rock, AR, January 15, 2001 -- Disaster assistance for individuals,
families and businesses in
the declared counties in Arkansas now exceeds $1.7 million, state and
federal recovery officials said
today. More than 19,873 residents applied for assistance as of Jan. 15.

Federal Coordinating Officer Joe D. Bray of the Federal Emergency Management
Agency (FEMA)
said housing grants have reached $1,447,542 in the declared counties to fund
essential emergency
repairs that make homes livable or to cover the cost of alternate housing
for homeowners or renters
whose dwellings are unlivable due to the ice storms.

The U.S. Small Business Administration (SBA) has approved $63,400 in
low-interest
disaster-recovery loans for businesses and individuals. SBA loans are the
primary means of restoring
or replacing uninsured or underinsured disaster-damaged real estate,
personal property and business
facilities.

State Coordinating Officer David Maxwell said the state-administered
Individual and Family Grant
Program assisted 239 households in the declared counties with a total of
$227,313. This help,
funded 75 percent by FEMA and 25 percent by the state, helps meet serious
disaster-related needs
not covered by insurance or other assistance programs.

The Presidential disaster declaration makes residents eligible to apply for
a variety of state and
federal disaster-recovery assistance programs. Anyone with disaster-related
losses should call

speech-impaired persons.

   => OCHA Situation Report No. 1 Central America - Earthquake 13 January
2001

1. According to an United States Geological Survey' (USGS') report an
earthquake of a magnitude of 7.6 on the Richter Scale, occurred off the
coast of El Salvador on 13 January 2001 at 11: 33 am local time (17: 33
UTC). Preliminary epicenter for the earthquake: latitude 12.8 degrees
north, longitude 88.8 degrees west, or about 65 miles (105 km)
south-southeast of the capital, San Salvador .The earthquake was felt in
neighboring countries Guatemala, Honduras, Nicaragua, Costa Rica and as
far as Mexico City. An aftershock of a magnitude of 4.7 on the Richter
Scale, occurred at the same location at 14:56 local time (20:56 UTC).

2. In El Salvador , preliminary information indicates some cracked
buildings, roads blocked by landslides and telecommunications temporarily
out of service. Local press reports that the municipalities of Berlín,
Alegría, Tecapá n and Santiago de María, in the Department of Usulután
(southern part of the country), have been the most affected. Some 13
people have been reportedly killed and several others injured by falling
debris. Preliminary reports also indicate that a church in the city of
Santa Ana has collapsed with several victims being reported.

3. In Guatemala, some cracked buildings were also reported and power and
telephone services were temporarily interrupted, but most services have
now been restored. No reports of injuries or damage have been reported in
the remaining neighboring countries.

4. OCHA is monitoring the situation in close cooperation with the United
Nations Resident Coordinators' Offices in El Salvador and Guatemala, and
with the OCHA Regional Disaster Response Advisor, based in Quito, Ecuador.
As a preparatory measure, OCHA has put on alert the members of the United
Nations Disaster Assessment and Coordination (UNDAC) system.

2001

Government of El Salvador appeals for international assistance

1. Following the earthquake (magnitude of 7.6 on the Richter Scale) that
hit the Central American coast and, in particular the overall territory of
El Salvador, the President of the Republic of El Salvador declared a
National Emergency and appealed for international assistance.

General situation

2. The United Nations Resident Coordinator's Office in El Salvador
reports that, according to preliminary information, the majority of
casualties and serious damage is due to landslides caused by the
earthquake. Serious landslides have been identified in the Cordillera del
Balsamo affecting seriously the city of Santa Tecla, Department of La
Libertad. There have also been landslides reported in other departments ?
San Salvador, Santa Ana, Sansonate, Ahuachapan, San Miguel and Usulután.
Early information indicated that 500 houses have been buried in the city
of Santa Tecla alone.

3. Two major hospital facilities have suffered serious structural damage.
The El Salvador International Airport has been closed since the quake and
it is not clear when it will be reopened due to damage to the runways and
the airport building. Nevertheless, the airport of Ilopango is
operational. Several major highways have been damaged cutting off road
traffic between the departments and the capital.

4. The National Emergency Committee (COEN) is attempting to put together
precise information on the extent of the casualties and the physical
damage. However, press reports indicate that at least 61 people have been
killed.

International assistance

5. UN System

The United Nations Development Programme (UNDP) is providing funds for
logistic and transportation activities;

The World Food Programme (WFP) has launched an operation to provide food
to the people in the shelters;

The Pan American Health Organization (PAHO/WHO) is supporting the
provision of medicines to hospitals and relief centers.

OCHA is deploying its Regional Disaster Response Advisor, based in Quito,
Ecuador , who will be leading a United Nations Disaster Assessment and
Coordination (UNDAC) Team.

6. Government

Spain

A Search and Rescue (SAR) Team composed of 75 persons with 25 rescue dogs.
Spanish Red Cross five million pesetas (approx. USD 28,500).

Emergency requirements

7. The Government of El Salvador has made an emergency request for the
following equipment and supplies:

  Emergency lighting equipment
  Emergency generators
  Protection equipment for rescue workers
  Remove debris equipment
  Tarpaulins and tents
  Water and water containers
  Body bags

8. OCHA continues to monitor the situation in close cooperation with the
United Nations Resident Coordinators' Offices in El Salvador and
Guatemala.

El Salvador

Situation

1. International airport in San Salvador is open

2. So far SAR Teams from several countries are on their way to or already
in El Salvador assisting in the search and rescue operations: Colombia,
Guatemala, Honduras, France (12 experts and five dogs), Mexico (130
experts), Panama, Spain (75 persons with 25 rescue dogs), Turkey (12
medical personnel and search and rescue equipment) and Venezuela (90
experts).

3. According to the United Nations Resident Coordinator's office in El
Salvador, there appeared still to be a need for additional Search and
Rescue (SAR) Teams, as those presently active were not able to cover the
24 hours cycle. The situation, however, is changing by the hour and
before making any preparations for departure, SAR teams are advised to
contact governmental emergency operations center in San Salvador,
Emergency Operations Center (Telephone number: +502-248 2222).

4. Aftershocks continuing.

5. According to the National Emergency Committee (COEN) more than 381
people have been killed, 779 injured and 1,336 are missing. However, these
figures may increase as rescue teams uncover the affected areas.

   => OCHA Situation Report No. 5 Central America - Earthquake 15 January
2001

El Salvador

Situation

1. The United Nations Resident Coordinator's office in El Salvador
informs that aftershocks continue. More than 660 have been recorded since
the major earthquake of 13 January 2001. The National Emergency Committee
(COEN) informs that the death toll has risen to 403, with 977 people
injured. 1,336 people are currently in temporary shelters.

2. Las Colinas, in the town of Santa Tecla, located 10 km west of San
Salvador, was buried by a massive landslide triggered by the earthquake.

3. According to PAHO (Pan American Health Organization), several
hospitals have suffered serious damage, and 40 - 50 percent of the
population in El Salvador does not have access to potable water, due to
the lack of electricity and damages to the water system.

4. The leader of the United Nations Disaster Assessment and Coordination
(UNDAC) mission, who is the OCHA Regional Disaster Response Advisor for
Latin America, and two UNDAC members form Guatemala departed early morning
of 15 January from Guatemala City by road and reached San Salvador today.
Two additional members, provided by the United Kingdom and Switzerland,
will be joining them in El Salvador in the morning of 16 January. They are
joined in country by an UNDAC-trained staff member of UNDP in El Salvador.
A disaster management expert member of the UNDAC System who was dispatched
to El Salvador on 14 January by Swiss Disaster Relief has also been put at
the disposal of the UNDAC Team. The Team, thus composed of seven members
in total, will work in support of assessment and coordination efforts of
the United Nations Resident Coordinator, as well as the authorities.

Immediate Emergency Requirements

5. According to COEN, there is no need for the deployment of further
international search and rescue teams.

6. The Government of El Salvador issued a press statement on 15 January,
specifying the following basic needs for international assistance: Tents,
water containers, surgical materials, antibiotics, orthopedic treatment
equipment, serum, syringes and medical materials as well as mobile
hospitals. More detailed lists of requirements, submitted by the Ministry
of Public Health and Social Assistance, covering basic needs for hospitals
in Spanish, are available upon request.

7. Needs for search and rescue operations are as follows: Lighting
equipment, debris removal equipment, protection equipment for rescue
personnel, body bags, large water containers and small tents, heavy debris
removal equipment with trained personnel, electric generators and
temporary shelters.

National Response

9. The Comalapa International Airport was reopened at 20:00 on 14
January. The National Emergency Committee is coordinating the overall
search and rescue operations as well as the reestablishment of basic
services and the operation of temporary shelters.

10. Contributions are accepted at the following accounts, especially set
up by the Government: Banco Salvadoreno, the saving account number
024-54-0020989, or Banco Agricola, the checking account number
303-002-002-3, both mentioning the Comite Financiero de Solidaridad
(CONFISOL).

International Assistance

11. Full list of reported contributions (bilateral and multilateral) is
attached.

UN System

12. The United Nations Disaster Management Team (UN-DMT) is meeting today
to review the coordination of relief operations.

13. Two teams of WFP staff from Managua and Lima were deployed in El
Salvador, comprising programme/logistics/ public information staff. WFP
has opened three food distribution sites: two in the town of Santa Tecla,
one in Comasagua. WFP is in the process of opening two additional ones in
Usulutan (with CARE) and in San Salvador (with the city government).

14. UNICEF will distribute drinking water in the same distribution sites
in coordination with WFP.

15. PAHO/WHO informed that according to the Ministry of Health, 800
hospital beds have been lost.

16. UNV has also provided up to a maximum of ten national Volunteers
through a global project.

17. Cash contributions from/through OCHA, total USD 200,000, as follows:
OCHA Emergency grant USD 50,000 (increased from initial USD 30,000),
Governments of: Denmark-USD 50,000; Italy - USD 50,000; Norway - USD
50,000

Red Cross Movement

18. The International Federation of Red Cross and Red Crescent Societies
(IFRC) has released 200,000 Swiss francs from its emergency fund and has
launched a preliminary appeal for 1.12 million Swiss francs to support
initial needs. These are the continuing emergency rescue effort, temporary
shelter materials, food, water and sanitation and ongoing assessments.

19. The El Salvador Red Cross is appealing for blood donations and is
keeping its blood bank services running 24 hours a day while Red Cross
ambulance and first aid services continue to deal with hundreds of
injured. The Red Cross has 120 ambulances operating nationwide. Tracing
services are also being allocated high priority.

Guatemala

20. At least six people in Guatemala lost their lives. 16 landslides had
cut off roads around Guatemala and some 30 houses were destroyed or
damaged in Jutiapa department, on the border of El Salvador.

21. OCHA is prepared to serve as channel for cash contributions to be
used for immediate relief assistance, in co-ordination/consultation with
relevant organisations in the United Nations system. Funds should be
transferred to OCHA account no. CO-590.160.0, Swift code: UBSWCHZ12A at
the UBS AG, P.O. Box 2770, CH-1211 Geneva 2, with reference: "OCHA ?El
Salvador ? Earthquake." OCHA provides donors with written confirmation and
pertinent details concerning the utilisation of the funds contributed.

22. For coordination purposes, donors are requested to inform OCHA
Geneva, as indicated below, on relief missions/pledges/contributions and
their corresponding values by item.
