   => Joint Funding Announcement on Climate Variability and Human Health

The National Oceanic and Atmospheric Administration (NOAA), the
National Science Foundation (NSF), the Environmental Protection Agency
(EPA), the National Aeronautics and Space Administration (NASA), and
the Electric Power Research Institute (EPRI) is pleased to announce
their second round of funding for the Joint Announcement on Climate
Variability and Human Health. The overarching goal of this program is
to develop and demonstrate the feasibility of new approaches or
studies that investigate or validate well-formed hypotheses or models
of climate variability and health interaction. This program is
intended to support the formation of multidisciplinary teams working
in close collaboration on integrated projects that will illuminate
pathways by which climate may affect human health and that will
explore the potential for applying climate information toward
prediction of public health problems.

Research proposals may also focus on adaptation or vulnerability of
human and public health systems to climate variability or economic
analysis of decision processes that incorporate climate information.
Research teams are encouraged to involve end users from the public
health arena and to address the means by which their research results
can be used by public health policy and decision makers. Proposals
received in the first round were highly competitive. We expect to have
approximately $1.5 million available for this second round of
proposals.

Pre-proposals are due by January 31, 2001; final submissions by April
6, 2001.

   => Help Wanted Rhode Island Disaster Resistant Showcase State
Vista/Americorps
Position

The Mission of the Rhode Island Emergency Management Agency (RIEMA) is
to protect life and property. Rhode Island has been designated a
"Showcase State for Disaster Resistance and Resilience" by the
insurance industry, and RIEMA is coordinating the 14 elements of the
Showcase State initiative.

The low-income community is particularly vulnerable to natural
disasters, and that population's problems are compounded by its lack
of resources. Nevertheless, actions can be taken ahead of time to
reduce risk and exposure, improve peoples' ability to help themselves,
and expedite recovery. To support these aims, RIEMA plans to host a
Vista volunteer whose primary tasks will be to:
 - Organize Showcase State Steering Committee meetings, provide staff
   support for their activities, including a communications strategy;
 - Work with an engineering team to include low-income populations in
   hazard/vulnerability assessment;
 - Communicate vulnerability assessment to state and local officials,
   and other appropriate officials;
 - Help organize/support a child care center retrofit work group;
 - Develop a public education plan for homeowners and renters;
 - Design outreach programs to businesses to provide information on
   business continuity planning for natural disasters;
 - Communicate business preparedness, response, and recovery needs to
   the Showcase State Steering Committee;
 - Integrate business continuity planning into the Small Business
   Development Center (SBDC)/Bryant College counseling;
 - Work with individual small businesses to help them become models
   for disaster safety;
 - Serve as a business representative at the State Emergency
   Operations Center during disaster operations and training;
 - Help raise funds and in-kind resources to support the RI Showcase
   State Initiative.

AmeriCorps/Vista members are provided a monthly living allowance of
$791.00 and paid on a bi-weekly basis at a rate of $364.08. They also
are entitled to an education award of $4,725 after service is
completed.

Eligibility:
 - Must be 18 years of age or older;
 - Must be in a position to offer full-time service for one-year
   without regard to regular working hours;
 - Must participate in all training sessions and workshops provided on
   a statewide level, including activities sponsored by the
   Corporation for National Service and/or the RI Commission for
   National & Community Service;
 - Must be prepared to work a flexible schedule - 35-hour minimum
   workweek;
 - Must attend a three-day Pre-Service Orientation (PSO);
 - Cannot lobby, run for office, can transport people to the voting
   poles, etc. while performing Vista duties;
 - Cannot hold a job while serving as a Vista.
