   => Guest Column - EMC264 Volunteer Management

The topic of volunteers in government units such as the ACS
(Auxiliary Communications Service) can raise management issues.
The following, written by Paul Carlin, CA OES Coastal Region
ACS Officer, is important to both managers and participants.

Management power:

"Coercive Power. Coercive power is based primarily on fear.
Here, person A has power over person B because A can administer
some form of punishment to B, such as firing him.

Reward Power. Reward power exists when person A controls rewards
that person B wants. This may be salary, promotion, bonuses,
etc.

Legitimate Power. Legitimate power exists when person B submits
to person A because he feels A has a right to exert power in a
certain domain. A supervisor has a right, for instance, to
assign work.

Expert Power. Expert power is demonstrated when person A gains
power because A has knowledge or expertise relevant to B.
Expert power is based on expertise, but that alone cannot
motivate a volunteer to work for an organization. To motivate the
highest caliber of individuals to volunteer and stay with an
organization, they must be motivated through referent power. They
must respect and admire those for whom they work.

Referent Power. Also sometimes called charismatic power,
referent power exists when person B is willing to do things for
person A based on respect and admiration for A.

Clearly, coercive and reward power will not work with volunteers.
While often doing the same job as paid staff, volunteers are not
paid staff, and it is not constructive to think of them as such.
Volunteers can leave the organization at any time without
suffering adverse consequences and the reward they gain by
staying is something they feel in themselves, not something that
can be given by others.

While it might be argued that legitimate power could be used to
motivate volunteers, this really relies on superior/subordinate
relationship, which is not a strong basis for motivating someone
who can choose any number of other organizations from which to
volunteer. In order to recruit and retain the highest caliber
volunteers, managers must use expert or referent power. The very
nature of being a volunteer is that the individual must want to
stay with the organization.

Management style:

Management guru Peter Drucker has written extensively about
management of non-profit organizations and volunteers. In
particular he writes: "More and more volunteers are educated
people in managerial and professional jobs. These people are not
satisfied with being helpers. They are knowledge workers in the
jobs in which they earn their living, and they want to be
knowledge workers in the jobs in which they contribute to
society that is their volunteer work. For organizations to
attract and hold them, they have to put their competence and
knowledge to work. They have to offer meaningful achievement."

What implications does this have for management style? Clearly
this kind of educated, professional volunteer is not going to
enjoy working in an autocratic organization where all the
decisions are made at the top and every action is governed by
strict policies and procedures. This type of volunteer is used
to a great deal of autonomy in his professional career and will
be looking for the same in a volunteer position. It is critical
to get such volunteers involved, from the earliest stages in the
decision-making process. The kinds of skills these volunteers
bring to the table could not possibly be monetarily compensated
by public-sector agencies in the open marketplace. Management
of volunteers is a delicate matter in any case, but particularly
with volunteers who are businessmen and professionals. It would
be tremendously wasteful not to involve them in the decision-
making process, even if they were willing to stay with an
organization that did not do so."

Applying this to a volunteer program such as the State ACS
program with the Governor's Office of Emergency Services
Paul added:

"The ACS has a unique challenge to recruit and retain talented
volunteer professionals to serve alongside OES paid staff. These
volunteers are not paid staff. While they may like to be treated
with the same respect as paid staff, they have jobs, families,
and lives outside of ACS. As they are not paid, the only reward
they get is a feeling of satisfaction in knowing they are serving
their community.

   => NTSB public meeting on Crash of Payne Stewart Natural gas service line
explosion and fire in Bridgeport, Alabama
The National Transportation Safety Board will hold a public meeting on
Tuesday, November 28, 2000, at 9:30 a.m., in the NTSB's new
Boardroom/Conference Center located at 429 L'Enfant Plaza, SW, Washington,
DC, 20594.

Two draft accident investigation reports will be on the agenda for
consideration by the five-member Board --

1) Factual Report and Brief of Accident: Crash of a
Learjet 35 aircraft, carrying professional golfer Payne Stewart and five
others, on October 25, 1999 near Aberdeen, South Dakota. Radio contact was
lost not long after takeoff from Orlando, Florida, but the aircraft
continued to fly for over four hours until it apparently ran out of fuel.
There were no survivors in this accident.

2) Pipeline Accident Report: Natural gas service line
explosion and fire in Bridgeport, Alabama, on January 22, 1999. The
explosion resulted in three fatalities and five serious injuries, and
destroyed three buildings.

About one hour after each item concludes, an abstract of
each report, containing the Board's findings, the probable cause of the
accident, and safety recommendations, will be available in the NTSB's public
affairs office on the 6th floor. The abstracts also will be posted on the
NTSB web site (www.ntsb.gov). Printed copies of the final reports will be
available at a later date.

   => The FAA Conducts Demonstration of Total Transportation Applications of
GPS
Technologies

WASHINGTON - A partnership between the Federal Aviation
Administration (FAA) and Brazil Directorate of Electronics and
Flight Protection (DEPV) is helping facilitate the move towards
widespread use of satellite navigation in the Caribbean and South
American States.

The FAA and Brazil DEPV this week successfully conducted a
demonstration in Brazil of civil transportation applications of the
Global Positioning System (GPS) in a series of live exercises
involving civil aviation aircraft, search and rescue maritime
vessels, and emergency vehicles.

This multi-mode transportation demonstration is the first of its kind
in the Caribbean and South American region and depicts some of
the benefits that countries can receive today when implementing
GPS technologies in their regions.

"These jointly-sponsored events demonstrate the FAA's
commitment to satellite navigation technology and to its
international cooperative efforts to enhance safety throughout the
world," said Steven Zaidman, associate administrator for research
and acquisitions.

The exercises included rescuing a boat in distress, police and
ambulance vehicles navigating through high congestion in busy
rush-hour traffic, and two aircraft landings at Santos Dumont
Airport. Participants were able to monitor and track the status and
location of all aircraft, ships, and vehicles in real time on a
moving map display and see all the transportation modes
converge at a single location at the airport. The demonstration
identified the potential benefits and economic advantages that
could be provided to participating states in the implementation of
this technology.

GPS is an effective navigation aid used throughout the United
States to make all modes of transportation safer, more efficient
and more cost-effective. These cooperative activities between
the Brazil DEPV and the FAA demonstrate how the use of
satellite-based navigation and communication technologies can be
applied for all modes of transportation in Brazil, South America,
and throughout the Western Hemisphere.

               COLDEST WEATHER OF THE SEASON SO FAR TONIGHT
                            INCLEMENT WEATHER SHELTERS OPEN

      The coldest weather of the 2000 - 2001 winter season thus far is
expected tonight, as a reinforcing cold front moves through the area behind
the front which passed yesterday afternoon. Temperatures are forecast to
drop into the mid to upper 40s along the coast tonight, and will be a few
degrees cooler inland, possibly reaching the upper 30s in the usually
colder areas of Golden Gate, Corkscrew and Immokalee. Winds are forecast
to be from the north at about 10 miles per hour. This could push overnight
wind chill readings into the mid to upper 30s along the coast, and the
lower to mid 30s inland.

      These temperatures pose a definite health risk to those who are not
prepared for them. In response to the cold weather, and anticipated wind
chill readings of 40 degrees or less, shelters will be opened tonight at:

             St. Matthews House, Airport Road in East Naples, 774 0500
             Friendship House, 602 West Main Street in Immokalee, 657 4090

     Shelters will be opened at 6:00 p.m. tonight and will remain open
until 7 a.m. tomorrow morning. Wednesday night's forecast calls for
temperatures to be slightly warmer, and a sheltering decision will be made
during the day on Wednesday.

     Emergency Management will continue to monitor the situation and will
issue additional statements if needed.

In observance of the Thanksgiving Day holiday, all offices of the U.S.
Geological Survey, including
its map sales outlet in Menlo Park, will be closed from 2 p.m., Wednesday,
November 22, until 8
a.m., Friday, November 24.

The map sales office will be open for business as usual from 8 a.m. to 4
p.m., Friday, offering area
residents and visitors an opportunity to shop for maps, books and
earth-science posters suitable for
framing.

In addition to the map sales office, the USGS library also will be open
Friday. Visitors to the USGS

general direction of the winds. Winds are approximately parallel to the
contours at 850 MBs. Open
water, cloud free areas
are visible on the upwind side of both Lake Superior and Lake Michigan with
clouds forming part
way across the Lakes
as the cold dry air picks up moisture. Substantial amounts of snow have been
falling in Wisconsin
and Michigan from the clouds forming over the Lakes.
