CESAR Group Canada Watch Area Proprietary Investigation: CAI-23-0911-00 > >
issuing NOTICE 1 on a Weather Area to all Leeward Islands as of 2028 Z. This
Weather area appears to be gaining strength and since our Message of 0911-00
the storm is capped with a moderate to strong convergence area of +10>20
CAI-23-0911-00 has moderate inflow and a feeder band is appearing on imagery
from the south-west. The central quad is barely visible but at 1845 Z the CG
Team approximate fix is 16.89°N> -49.77°W with some low-level circulation in
visible imagery. The oceanic conditions are conducive for moderate development
in the next 24 hrs and a few of the atmospheric anomalies are also conducive
for potential enhancement with weak vertical wind shear not expected to
restrict the forward movement of the area. However, the lower troposphere is
not friendly to rapid strengthening as the temperatures are -0.07° compared to
last year and therefore the necessary vertical transference of energy for
strengthening of this system will be restricted. However, as it moves further
west lower troposphere temperatures will moderate to a baseline average of
<0>. Winds accompanying this weather are 20-25Kts with contaminated rain flags
of 30Kts. Rain rates vary but appear to be 5-10mm per hour. Sea Level
Deviation is = +12-14mm
