[STORMREPORTS] Added "Best Pick" Satellites For Debby

I have automated a script that reads the Lat & Lon of TS Debby and
inputs this into a URL for the latest NASA satellite images (ir, vis,
wv, enh ir, enh vis, enh wv and loops). Some of these are quite
impressive today. These links are now in the Satellite Images section
of:

http://www.weatherwatchers.org/tropical/2000/07/

NASA's satellite server has just now come online so I will be extending
the number of frames in the Loops as the day goes on.
