CESAR Group Canada Watch Area Proprietary Investigation: CAP-16-0813-00
is issuing ADVISORY 2A on a Tropical System to the Lesser Antilles above +15°N
as of 1638 EDT 2038 Z. Based on Imagery, the system continues to be influence
by weak to moderate wind shear. The SST's are conducive for enhancement,the
system continues to path west>lay>northwesterly and poses a potential threat
to the Northern Lesser Antilles. The latest Model Run of AVN continues to
indicate a low-pressure system as of 12Z081700 but again indicates no
development. There is weak low level circulation but not as developed as it
appeared in our first advisory. The GFDL SLP is no longer fixed on this
weather area, but instead on TS Alberto. CAP16 continues to track
west>lay>northwesterly

REPOSITIONED=15.5°N> - 53.4°W by visible and IR imagery
