INCIDENT MANAGEMENT SITUATION REPORT
SATURDAY, JULY 15, 2000 - 0900 MDT
NATIONAL PREPAREDNESS LEVEL III
CURRENT SITUATION:
Seven Type I and II Incident Management Teams were assigned to new large
fires in the Northwest, Northern Rockies, Eastern Great Basin, and Rocky
Mountain Areas. Initial attack activity was heavy in the Rocky Mountain and
Northern Rockies Areas. Hot, dry weather and strong winds today will
challenge containment efforts on large fires in Montana and Idaho.
Mobilization of aircraft, equipment, crews, and miscellaneous overhead
through the National Interagency Coordination Center accelerated. Very high
to extreme fire danger indices were reported in Idaho, Montana, Oregon,
Washington, Utah, Nevada, Wyoming, Colorado, Arizona, and California.
EASTERN GREAT BASIN AREA LARGE FIRES:
BURGDORF JUNCTION, Payette National Forest. A Type I Incident Management
Team (Hefner) is assigned. The fire is 27 miles north of McCall, ID.
Structures are threatened. The fire grew from ten acres to 1200 acres in
less than four hours.
CLEAR CREEK, Salmon-Challis National Forest. A Type I Incident Management
Team (Carvelho) is assigned. This fire is burning in a rugged wilderness
area 26 miles northwest of Salmon, ID. The fire made an eight mile run
yesterday. Residences along Panther Creek have been evacuated. Voluntary
evacuations are underway in other areas near the fire. Suppression efforts
are concentrated on structure protection.
FENSTER, Salmon-Challis National Forest. A Type II Incident Management Team
(Saleen) is assigned. This fire is four miles north of Salmon, ID. About 20
structures are threatened. Extensive retardant drops assisted in protecting
these structures.
NORTHERN ROCKIES AREA LARGE FIRES:
LITTLE BLUE, Bitterroot National Forest. A Type I Incident Management Team
(Frye) is assigned. This fire is 25 miles southwest of Darby, MT.
Precautionary evacuation of 25 to 30 homes and a campground along the west
shore of Painted Rocks Reservoir is taking place. Control problems include
high winds, heavy fuels and inaccessibility.
SEELEY COMPLEX, Lolo National Forest. A Type II Incident Management Team
(Corbin) is assigned. These fires are 34 miles northeast of Missoula in the
Seeley Lakes area. The complex is made up of about 30 lightning-caused fires
including the Upper Monture, Fenn Mountain, McCabe, and Morrell fires. The
largest two are 60 acres each. Most fires are remote and have poor access.
NORTHWEST AREA LARGE FIRES:
BEATY BUTTE, Lakeview District, BLM. A Type II Incident Management Team
(Bright) is assigned. This lightning-caused fire is 60 miles northeast of
Lakeview, OR. It is burning in heavy brush in an inaccessible area. Pushed
by gusty winds, the fire is actively running and spotting. Current threats
are to wildlife habitat and the Basque Wilderness Study Area east of the
fire.
JACKSON, Vale District, BLM. A Type II Team (Ostman) is assigned. The fire
is burning in grass and brush near Huntington, OR. The cause of the fire is
under investigation.
ROCKY MOUNTAIN AREA LARGE FIRES:
HIGHLAND CREEK, Wind Cave National Park. A Type II Incident Management Team
(Bustamante) is assigned. This fire is burning in timber 15 miles southeast
of Custer, WY. The cause of the fire was lightning.
MUDDY CREEK, Wind River Agency, BIA. A Type II Incident Management Team
(Anderson) is assigned. The fire is burning in pockets of sagebrush and
juniper ten miles west of Thermopolis, WY. Overall fire activity continues
to be low. Crews are improving firelines, mopping up and cold trailing.
WESTERN GREAT BASIN AREA LARGE FIRES:
CHERRY, Ely Field Office, BLM. A Type II Incident Management Team (Murphy)
is assigned. The fire is burning in dense pinyon pine, juniper, white fir
and mountain mahogany 30 miles northwest of Ely, NV. Crews made good
progress on the east flank of the fire. High winds in the afternoon halted
air operations. Running , torching and spotting fire behavior have been
observed. Extremely dry fuels, low relative humidity, and rolling debris in
the fir stands are posing problems to containment.
SOUTHERN AREA LARGE FIRES:
LONGLEAF VISTA, Kisatchie National Forest. A Type I Incident Management Team
(Melton) is assigned. The fire is burning in a wilderness area 30 miles
northwest of Alexandria, LA. The burnout operation has been successfully
completed and crews are engaged in mopup. Extremely warm temperatures are
hindering suppression efforts.
TWIN COMPLEX, Florida State Division of Forestry. This complex in Polk
County consists of the Difficult and Stump fires, which have burned together
in a swamp. No new information was reported. This will be the last report
unless new information is received.
ALASKA AREA LARGE FIRES:
ZITZIANA, Tanana Zone, BLM. This lightning-caused fire, which started on
6/13, is 85 miles west of Fairbanks. The fire has experienced strong
northeast winds and drying conditions for the past two days. One crew is
continuing native allotment protection operations.
BERING CREEK, Tanana Zone, BLM. This fire is 35 miles southwest of Tanana.
It was started by lightning on 6/14 in a limited suppression area. The
burnout on the west side of the fire is completed. The fire crossed a river
and bucket work was used to contain the spot fire.
OUTLOOK:
*** A RED FLAG WARNING IS POSTED IN WYOMING FOR LOW RELATIVE HUMIDITIES,
STRONG WINDS AND DRY LIGHTNING ***
*** A FIRE WEATHER WATCH IS POSTED IN MONTANA FOR LOW RELATIVE HUMIDITIES
AND STRONG WINDS ***
*** A FIRE WEATHER WATCH IS POSTED IN SOUTHEAST IDAHO FOR STRONG WINDS ***
*** A FIRE WEATHER WATCH IS POSTED IN THE INLAND PORTION OF THE FLORIDA
PANHANDLE FOR LOW RELATIVE HUMIDITIES ***
Monsoon moisture will continue to circulate into portions of Utah, Colorado,
Montana, and Wyoming. Low pressure off the west coast will move inland and
bring high clouds and wind to Washington, Oregon and Idaho.
Colorado and Utah will have partly to mostly cloudy skies with isolated to
scattered showers and mainly dry thunderstorms. High temperatures will range
from 65 to 80 in the mountains and in the 80's and 90's at lower elevations
and up to 105 in desert areas. Winds will be south to southwest at 5 to 15
mph with gusts to 25 mph. Minimum relative humidities will be 10 to 30
percent, except drier across the southern Utah deserts.
Montana and Wyoming will be partly cloudy with scattered thunderstorms. High
temperatures will be 65 to 85 at higher elevations and 85 to 100 in the
valleys. Winds will be southwest to northwest at 10 to 25 mph with
occasional gusts to 35 mph in Montana. Winds will be gusty near
thunderstorms. Minimum relative humidities will be 10 to 25 percent.
Eastern Oregon, eastern Washington, Idaho, and Nevada will be mostly sunny
and breezy. High temperatures will be 70 to 85 at high elevations and in the
80's and lower 90's in the valleys. Winds will be southwest to northwest at
10 to 20 mph, with gusts to 30 mph in southeast Idaho. Minimum relative
humidities will be 10 to 25 percent.
Louisiana will be mostly sunny and hot. High temperatures will be in the mid
90's to around 100. Winds will be west to northwest at 5 to 10 mph. Minimum
relative humidities will be 40 to 50 percent.
