Tornado Risk -- Moderate
There is a 5% or greater probability of a tornado within 25 miles of any
point for an area covering eastern South Dakota, eastern North Dakota, far
northeast Nebraska, the northwest 1/4 of Iowa and west central and western
Minnesota.
The 2% probability area covers central and eastern North Dakota, central and
eastern South Dakota, northeast Nebraska, Iowa, and Minnesota except the
northeast corner.
Hail Risk -- Severe
There is a 10% or greater probability of severe hail, 2 inches or larger,
within 25 miles of any point for an area covering eastern North Dakota,
eastern South Dakota, north eastern Nebraska, the northwest 1/3 of Iowa, and
central and western Minnesota.
There is a 25% or greater probability of hail 3/4 inch or larger within 25
miles of any point for an area covering eastern North Dakota, eastern South
Dakota, far northwest Iowa, and western Minnesota.
There is a 15% probability area covering central and north central Kansas,
central and eastern Nebraska, west central and eastern North Dakota, central
and eastern South Dakota, central and western Minnesota, and the west north
1/8 of Iowa..
There are two 5% probability areas.
One covers central and northern Kansas, Nebraska except the western area,
west central and eastern North Dakota, central and eastern South Dakota,
Minnesota except the far eastern area, far western Wisconsin, Iowa, northern
Missouri, and western Illinois.
The other area covers south -south east Virginia, central and eastern North
Carolina, and northeast South Carolina.
Wind Risk -- Slightly Moderate
There area two areas with a 15% or greater probability of winds in excess of
50 knots within 25 miles of any point.
One area covers eastern South Dakota, eastern North Dakota, the west -
southwest 1/2 of Minnesota, far northeast Nebraska, Iowa except the far
southwestern corner and the northeastern corner, far northeastern Missouri,
and far western Illinois.
The other area covers: south -south east Virginia, and the northeast 1/3 of
North Carolina.
The 5% probability area covers: central and northern Kansas, Nebraska except
the western area, west central and eastern North Dakota, central and eastern
South Dakota, Minnesota except the far eastern area, far western Wisconsin,
Iowa, northern and north central Missouri, central and southern Illinois,
southwest Indiana, Kentucky except the far southwestern and far northeastern
areas, northeast Tennessee, southern Virginia, and North Carolina.
Tomorrow's Risk -- Slightly Moderate
There are two risk areas tomorrow.
One covers the southeast 1/4 of Montana, southwest North Dakota, western
South Dakota, northeast Wyoming, and western Nebraska.
The other area covers far southeast Iowa, central and southern Illinois,
central and eastern Missouri, northeast Arkansas, northern Mississippi,
northwest Alabama, central and western Tennessee, central and western
Kentucky, and southwest Indiana.
An area at lesser risk covers northern Florida, far southeast Alabama,
central and southern Georgia, and southern South Carolina.

The 24 hr precipitation froecast is calling for over and inch of rainfall in
three areas.
One located over a portion of east central North Dakota.
Another over east central Missouri.
The last over protions of southern Indiana, central and eastern Kentucky,
and central and eastern Tennessee.
The 24 - 48 hr precipitation forecast is calling for over an inch of
rainfall over a portion of the central South Carolina coast.
The Excessive Rainfall Forecast
Flash flood values may be exceeded over central and eastern North Dakota,
central south Iowa, far northeastern Kansas, central and northern Missouri,
far central western Illinois, central south to southeast Kentucky, the
northeast 1/2 of Tennessee, far western Virginia, and far western North
Carolina.

Flood Summary
Flooding in Midwest, Northern Plains
Recent heavy rains have caused several rivers in Minnesota,
Wisconsin, Illinois ands Iowa to have minor to moderate flooding.
The Cedar River in Austin Minnesota recorded a new flood of
record, cresting 1.5 feet above the previous record.
Heavy rains of 4 to 8 inches across central Iowa, southern
Minnesota as well as northern Illinois caused widespread flash
flooding problems. Additional rain over soaked ground in Montana
resulted in additional flash flooding.
FLASH FLOODING:
Flood/Flash Flood and/or Urban and Small Stream Flood Advisories
were issued over the last day for locations including (in
alphabetical order by state):
Colorado: Logan, Morgan and Washington Counties.
Illinois: Carroll, Cass, Clark, Coles, Crawford, Cumberland,
De Kalb, Douglas, Edgar, Ford, Fulton, Grundy, Hancock,
Iroquois, Jasper, Jo Daviess, Kankakee, Kendall, La Salle,
Lee, Livingston, Logan, Mason, McDonough, Menard, Morgan,
Sangamon, Schuyler and Will Counties.
Indiana: Bartholomew, Benton, Cass, Clay, Decatur, Fulton,
Jasper, Jennings, Johnson, Miami, Morgan, Newton, Pulaski,
Shelby, Vigo and White Counties.
Iowa: Benton, Black Hawk, Bremer, Butler, Davis, Emmet,
Franklin, Grundy, Hardin, Humboldt, Johnson, Jones, Kossuth,
Linn, Palo Alto, Tama, Van Buren and Wright Counties.
>From 6 to 8 inches of rain across Grundy, Kossuth and
Humboldt Counties led to widespread flooding
Kentucky: Fleming, Floyd, Greenup, Johnson, Lawrence,
Martin, Morgan, Pike and Rowan Counties.
Minnesota: Fillmore County.
Sandbagging did not prevent flood waters from entering
the town of Spring Valley. A water rescue was required
for two individuals
Missouri: Clark and Scotland Counties.
Montana: Dawson, Garfield, McCone, Phillips, Prairie,
Richland, Roosevelt, Rosebud, Sheridan, Valley and Wibaux
Counties.
Additional heavy rain over already saturated ground led
to flooding of small creeks and streams, roadways and
underpasses.
New Mexico: San Miguel County.
Ohio: Gallia, Jackson, Lawrence, Perry, Vinton and
Washington Counties.
Pennsylvania: Fayette County.
Texas: Hudspeth County.
West Virginia: Cabell, Lincoln, Marion, Mingo, Monongalia,
Pleasants, Preston and Wayne Counties.
Wisconsin: Columbia, Dane, Dodge, Green, Iowa, Lafayette,
Rock and Sauk Counties.
RIVER FLOODING:
Rivers and streams with locations either above flood stage or
expected to rise above flood stage include (in alphabetical
order, by state)
Illinois: the Rock, upper Illinois, Fox and Kankakee Rivers.
Iowa: the Cedar, upper Iowa, Turkey and Wapsipinicon Rivers;
Beaver Creek.
Minnesota: the Cedar, Root, South Branch of the Root and
Chippewa Rivers; Turtle and Dobbins Creeks.
The Cedar River at Austin crested at a new record high
stage of 23.4 feet, 1.5 feet above the previous record.
This resulted in numerous homes, businesses and bridges
affected.
Wisconsin: the Upper Wolf, Kickapoo and Baraboo Rivers.

INCIDENT MANAGEMENT SITUATION REPORT
TUESDAY, JULY 11, 2000 - 0530 MDT
NATIONAL PREPAREDNESS LEVEL II
CURRENT SITUATION:
The Western Great Basin, Eastern Great Basin, Southern, Southwest, and
Southern California Areas reported new large fire activity. Initial
attack activity was light to moderate nationwide. Forecast dry lightning
today may cause an increase in fire activity in the Great Basin. The
National Interagency Coordination Center processed orders for airtankers,
helicopters, a lead plane, infrared aircraft, radio equipment, a caterer,
a shower unit, engines, and miscellaneous overhead. Very high to extreme
fire danger indices were reported in Oregon, Washington, California,
Idaho, Utah, Nevada, Arizona, New Mexico, Colorado, and Wyoming.
WESTERN GREAT BASIN AREA LARGE FIRES:
STRAWBERRY, Ely Field Office, BLM. A Type II Incident Management Team
(Murphy) is assigned. The fire, which was caused by lightning, is 30
miles northeast of Eureka, NV. Fuels involved are grass, sagebrush,
oakbrush, pinyon pine and juniper. Gusty winds from passing thunderstorms
caused the fire to spread rapidly during the day. Structure protection is
in place on the northwest and northeast sides of the fire. Threats are to
wildlife habitat.
LINKA, Elko Field Office, BLM. This fire is 60 miles southwest of Elko,
NV. It was ignited by lightning on 7/9 and grew considerably yesterday
afternoon.
MUSTANG, Battle Mountain Field Office, BLM. The fire is located seven
miles northeast of Eureka, NV. The cause of the fire was lightning.
ROCKY MOUNTAIN AREA LARGE FIRES:
An Area Command Team (Mann) is assigned to manage the large fires in
western Colorado and southwest Wyoming.
BUSTER FLATS, Dinosaur National Monument, NPS. A Type II Incident
Management Team (Sisk) is assigned. This fire is burning in pinyon pine
and juniper 75 miles northwest of Craig, CO in very steep terrain.
Despite afternoon thunderstorms and shifting winds, crews made good
progress on fireline construction. Demobilization has begun.
SOUTHERN AREA LARGE FIRES:
LONGLEAF VISTA, Kisatchie National Forest. A Type I Incident Management
Team (Melton) is assigned. The fire is 35 miles northwest of Alexandria,
LA and is burning in a wilderness area.
F & W, Florida State Division of Forestry. This lightning-caused fire is
in Calhoun County, northeast of Panama City. Higher humidities have
assisted the suppression effort. Five dozers are committed.
EASTERN GREAT BASIN AREA LARGE FIRES:
CEDAR MOUNTAIN, Salt Lake Field Office, BLM. This lightning-caused fire
is burning 46 miles west of Salt Lake City. It has advanced up the east
side of the Cedar Mountains.
ALASKA AREA LARGE FIRES:
Alaska currently has 20 unstaffed fires in limited protection areas for
330,266 acres.
ZITZIANA, Tanana Zone, BLM. This lightning-caused fire, which started on
6/13, is 85 miles west of Fairbanks. Fire activity has been low with
moderate rain and heavy smoke. Crews are working on cabin protection at
Kindinana and Geskakmina lakes and are constructing fireline around native
allotments.
BEARPAW MOUNTAIN, Tanana Zone, BLM. This fire is burning in black spruce
100 miles southwest of Fairbanks. It was started on 6/24 by lightning.
The fire received some rain overnight which has moderated fire behavior.
Mopup on Mucha Lake continues.
BERING CREEK, Tanana Zone, BLM. This fire is 35 miles southwest of
Tanana. It was started by lightning on 6/14 in a limited suppression
area. Crews have completed aerial ignition operations and are engaged in
mopup work. The fire received up to 1/4 inch of rain.
SOUTHWEST AREA LARGE FIRES:
TANNER, Tonto National Forest. This lightning-caused fire is burning in
brush and timber near Young, AZ. Steep, rocky terrain, low relative
humidities and windy conditions are impeding suppression efforts.
NORTHWEST AREA LARGE FIRES:
STATE LINE, Wallowa-Whitman National Forest. This human-caused fire is 20
miles southeast of Anatone, WA. The fire was formerly known as the 48
Fire. Structure protection is in place at the Cache Creek Ranch. The
southeast flank of the fire remains active. Crews are making good
progress and containment was expected late last night.
OUTLOOK:
*** A FIRE WEATHER WATCH IS POSTED IN SOUTHEAST OREGON AND SOUTHWEST IDAHO
FOR DRY LIGHTNING ***
Drier air will begin to move across the Great Basin area and meet with
lingering moisture. This will bring dry thunderstorms across southwest
Idaho, southeast Oregon and northern Nevada. Isolated to scattered wet
thunderstorms are possible across portions of northern Utah, Colorado and
Wyoming. The southern portion of the Great Basin states will be mostly
sunny to partly cloudy.
Winds will be northwest to southwest at 10 to 20 mph. Gusts of 25 to 30
mph will occur during the afternoon in parts of Utah. Temperatures will
range from the 70's in the mountains to 100 in the deserts of southern
Utah and Nevada. Minimum humidities will range from 15 to 30 percent in
most areas, except in the Utah and Nevada deserts where humidities will be
from 8 to 20 percent.

WASHINGTON, July 10, 2000 -- DoD will slow its mandatory anthrax
vaccination program because of a shrinking supply of tested,
certified vaccine, Defense Secretary William S. Cohen announced
July 10.
=> Texas Search And Rescue volunteers (RescueTechs)
Rescue Techs is accepting applications for membership. Rescue Techs inc. is
a non-profit volunteer Search And Rescue team based in the State of Texas.
We also have a new unit in Monterey, Mexico. Rescue Techs has teams spread
throughout the state. Our goal is to have 11 mission ready teams in Texas.
As of this moment we have 3 mission ready teams. Our teams are Vertical,
Swiftwater, Cave and Ground SAR capable including a K9 unit. We are a new
organization consisting looking for funding and membership. We currently
