=> Severe Weather Probability Forecast

Tornado Risk - Slightly Moderate
There are two areas with a 2% probability of a tornado within 25 miles of
any point.
One area covers: eastern Montana, far northwestern South Dakota, and far
southwestern to far central west North Dakota.
The other area covers north central central eastern and north central
eastern Illinois, Indiana except the far southern area, far northern
Kentucky, and Ohio except the northeast corner.

Hail Risk - Moderate
There is an area with a 10% or greater probability of hail, 2 inch or
greater, within 25 miles of any point for an area covering eastern Montana,
western North Dakota, and the northwest corner of South Dakota.
There is an area with a 25% or greater probability of hail 3/4 inch or
larger within 25 miles of any point covering western Montana.
There are two areas with a 15% or greater probability.
On area covers: eastern Montana, the east northeast 1/5 of Wyoming, western
North Dakota, western South Dakota, and western Nebraska.
The other area covers: south east Iowa far northeast Missouri, central and
north central Illinois, Indiana except the far southern area, far northern
Kentucky, and Ohio except the northeast corner.
The 5% probability area covers east central and eastern Montana, the east
northeast 1/4 of Wyoming, western and central North Dakota, western and west

There are three areas with a 5% or greater probability of winds in excess of
50 knots.
One are covers far southeast Idaho, the west northwest corner of Nevada, the
northwest 1/3 of Utah, and the far southwest corner of Wyoming,
The second covers east central and eastern Montana, the east northeast 1/4
of Wyoming, western and central North Dakota, western and west central South
Dakota, Nebraska, northeast Colorado, northwest and northern Kansas, central
and southern Iowa, northern Missouri, central and northern Illinois, far
southern Michigan, Indiana, Ohio, northern Kentucky, West Virginia,
Maryland, Delaware, Virginia except the far western area, the southern and
central of Pennsylvania, central and south New Jersey, central and central
north North Carolina.
The last area covers far northern New Hampshire and Maine.

Tomorrow's Risk - Moderate
The risk area tomorrow covers North Dakota, south Dakota except the
southwest area, central and eastern Nebraska, north - northeastern Kansas,
Minnesota except the northeastern 1/4, Iowa, northern Missouri, Illinois
except the far northeastern corner, the southwestern 1/2 of Indiana,
northwestern Kentucky, the southeastern 1/2 of South Carolina, and the
southeastern 1/3 of North Carolina.
The greatest risk covers western South Dakota, southeast Minnesota, and
Iowa.

The current 24 hr precipitation forecast is calling for over an inch of
rainfall over northern Indiana, southeastern Indiana, north central and
northeastern Kentucky, southern Ohio, and northern and central West
Virginia.
The 24 - 48 hr precipitation forecast is calling for over an inch of
rainfall over far central south Minnesota, the northeast 1/3 of Iowa,
northwest Illinois, and central Illinois.

The excessive rainfall forecast indicates that flash flood values may be
exceeded for an area covering central and central eastern Illinois, the
southwest 2/3 of Indiana, far southern Ohio, Kentucky except the southwest
corner, and central and northwest West Virginia.

Flood Summary

Weekend Flooding in the Upper Midwest

Weekend flooding affected the Upper Midwest over the weekend. Northern and
western Wisconsin had up to 10 inches of rain on Saturday, with moderate
flooding along some rivers. In Minnesota, heavy rain on Sunday from central
Minnesota to Iowa caused many road closures, with some evacuations and
numerous flooded basements. On Monday, moderate to locally heavy rain from
thunderstorm activity is expected from the Ohio Valley to the mid-Atlantic
coast.

FLASH FLOODING:
Flood/Flash Flood Warnings and/or Urban and Small Stream Flood Advisories
were issued over the weekend for the following locations (in alphabetical
order, by state):

One man died early Saturday morning in Dakota County while
wading in a flooded ditch and became stuck in a culvert.

INCIDENT MANAGEMENT SITUATION REPORT
MONDAY, JULY 10, 2000 - 0530 MDT
NATIONAL PREPAREDNESS LEVEL II

CURRENT SITUATION:

The Western Great Basin, Northwest, Southern California, and Southern
Areas reported new large fire activity. Initial attack activity was light
to moderate nationwide. Monsoon moisture is forecast to accompany
thunderstorms in the Great Basin, which should moderate new fire activity
and assist with containment of existing fires. The National Interagency
Coordination Center processed orders for helicopters, an airtanker,
infrared aircraft, radio equipment, supplies, a caterer, and miscellaneous
overhead. Very high to extreme fire danger indices were reported in
Oregon, Washington, Alaska, California, Idaho, Utah, Nevada, Colorado,
Wyoming, and Arizona.

ROCKY MOUNTAIN AREA LARGE FIRES:

An Area Command Team (Mann) is assigned to manage the large fires in
western Colorado and southwest Wyoming. A Type II Incident Management
Team (Anderson) is staged in Denver.

WILD HORSE BASIN, Rock Springs District, BLM. A Type II Incident
Management Team (Gardner) is assigned. The fire is near Rock Springs, WY
and is burning in pinyon pine, juniper, sagebrush and grass. Parts of the
fire have received some rain, and higher relative humidities are assisting
with containment efforts.

BUSTER FLATS, Dinosaur National Monument, NPS. A Type II Incident
Management Team (Sisk) is assigned. This fire is burning in pinyon pine
and juniper 75 miles northwest of Craig, CO in very steep terrain. The
fire received some moisture which has accelerated containment targets.
Crews are making steady progress in fireline construction.

WESTERN GREAT BASIN AREA LARGE FIRES:

SENECA, Nevada State Division of Forestry, Western Region. A Type II
Incident Management Team (Linardos) is assigned. The fire is burning in
sagebrush and grass ten miles northwest of Reno, NV. The current threat
is to the Reno watershed and several subdivisions. A county brush engine
was burned over during initial attack and the crew deployed fire shelters.
No serious injuries resulted.

NORTHWEST AREA LARGE FIRES:

OASIS, Southeast Washington State Forestry. This grass fire is 15 miles
south of Anatone, WA. It began as a debris fire on the south bank of the
Grande Ronde River and is being pushed by strong winds. Steep terrain and
poor access are deterring containment efforts.

48, Wallowa-Whitman National Forest. This human-caused fire is 20 miles
southeast of Anatone, WA. The fire started near Cache Creek and is
spreading rapidly in light fuels. Difficult access to the fire area is
causing containment problems.

ALASKA AREA LARGE FIRES:

Alaska currently has 20 unstaffed and uncontained fires in limited
protection areas for 330,266 acres.

ZITZIANA, Tanana Zone, BLM. This lightning-caused fire, which started on
6/13, is 85 miles west of Fairbanks. Heavy smoke in the fire area
prevented air operations yesterday. Crews are progressing on cabin
protection projects. The fire received rain.

BEARPAW MOUNTAIN, Tanana Zone, BLM. This fire is burning in black spruce
100 miles southwest of Fairbanks. It was started on 6/24 by lightning.
The fire's west flank is actively backing and running to the north. Cabin
protection operations are ongoing.

BERING CREEK, Tanana Zone, BLM. This fire is 35 miles southwest of
Tanana. It was started by lightning on 6/14 in a limited suppression
area. Crews are mopping up areas along the fireline and continuing
allotment protection. Thick smoke prevented aerial operations yesterday.

OUTLOOK:

Monsoon moisture will again produce scattered wet thunderstorms across
Utah, Colorado and Wyoming. Thunderstorms are also anticipated in
southeast Idaho as the moisture moves farther north and west. These
thunderstorms are expected to produce rain but the rest of Idaho will be
dry.

Winds will be southwest at 10 to 20 mph with gusts of 25 to 30 mph during
the afternoon. Stronger gusts will occur in Wyoming, especially near
thunderstorms. Temperatures will range from the 70's in the mountains to
the mid 90's in the deserts of southern Utah and Nevada. Minimum
humidities will range from 10 to 20 percent in southwest Idaho and the
Utah deserts and 20 to 30 percent elsewhere in the Great Basin.
