In our Severe Weather Probability Forecast we use two different conventions.
One is Risk, the other Probability.
Probability refers to a prediction of mathematical probability of an event
as assigned by the Storm Prediction Center. Risk, as we use the term in
this report, refers to a prediction of potential social cost by The Disaster
Center.
A prediction of a 2% probability of a tornado covering an area of a certain
size has a greater risk of causing damage to people and structures, if that
area is located over a more populated area, than if it is located over a
sparsely populated area.
It should not be surprising that one group of professionals that use our
reports are insurance adjusters. In this industry much of the work is
farmed out to independent adjusters. And a few of the people, who use the
report, use it to get an idea about where the work is going to be.
We didn't create this designation for insurance adjusters, but because the
mathematical probability of a weather event ignores the relative potential
for risks to people and property.

Tornado Risk - Slightly Moderate
There is a 5% or greater probability of a tornado within 25 miles of any
point for two areas.
One area covers: the southeast 1/6 of Montana.
The other covers: northcentral and northern Iowa, southern Minnesota,
southeastern and South Dakota.
There are two 2% probability areas.
One area covers: east central through southeast Montana, far northwest
Wyoming, northwest South Dakota,
far southeast North Dakota.
The other covers: southeast South Dakota, northeast Nebraska, northcentral
and northern Iowa, southern Minnesota, and southwest Wisconsin.
Hail Risk - Moderate
There are three areas with a 10% or greater probability of severe hail, 2
inch or larger, within 25 miles of any point.
One area covers: the east central 1/3 of Montana.
The second covers: the southwest 1/5 of South Dakota.
The last covers: northcentral and northern Iowa, southern Minnesota, far
southeast South Dakota, and central west and western southwest Wisconsin.
There are three areas with a 15% or greater probability of hail 3/4 inch or
larger within 25 miles of any point.
One area covers: the east central 1/3 of Montana.
The second covers: the southwest 1/5 of South Dakota.
The last covers southeast South Dakota, northeast Nebraska, northcentral and
northern Iowa, southern Minnesota, central and southern Wisconsin, central
and southern Michigan, and far northern Illinois.
The 5% probability area covers: central and eastern Montana, northeastern
Wyoming, southwestern North Dakota, South Dakota except the far northcentral
through the far northeastern areas, Nebraska except the southeastern corner,
far northeastern Wyoming, central and northern Iowa, southern Minnesota,
northern Illinois, far northern Indiana, far northern Ohio, Wisconsin except
the northern area, Michigan except the northern area, and far northwestern
Kansas.
Wind Risk - Slight
There are two areas with a 15% or greater probability of winds in excess of
50 knots.
One area covers: west central to southeast Montana, western northwest to
southwest South Dakota,
The other covers: far southwest South Dakota, northcentral and northern
Iowa, southern Minnesota, and south central and southern Wisconsin.
There are two 5% probability areas
One covers: central and eastern Montana, northeast Wyoming, southwest North
Dakota, , South Dakota except the far northcentral through the far
northeastern areas, central and northern Nebraska, southern Minnesota, Iowa,
northern Illinois, northern Indiana northern Ohio, Wisconsin except the
northern area, Michigan except the northern area, northwestern Pennsylvania,

The other covers South Carolina except the far southern and far western
areas, and central and southern North Carolina.
Tomorrow's Risk - Moderate
The risk area tomorrow covers: east central and eastern Montana, northwest
and western Wyoming, west central and western North Dakota, western South
Dakota, western and southern Nebraska, northeastern Colorado, northern
Kansas, southern and central eastern Iowa, northern Missouri, southern
Wisconsin, central and northern Illinois, central and northern Indiana,
southern Michigan, Ohio, central and northern West Virginia, northern
Virginia, Maryland, Delaware, Pennsylvania, and New Jersey.
The greatest risk covers northeast Indiana, Ohio, southwest Pennsylvania,
northern West Virginia, and western Maryland.
Other area's at lesser risk include western New Hampshire, Maine, northeast
Kentucky, Virginia, and central north North Carolina.
=> Precipitation Forcast and Excessive Rainfall Forecast
The 24 hr precipitation forecast is calling for over two inches of rainfall
for far northeastern Iowa, and far southeastern Minnesota.
Over an inch of rainfall is forecast for for two areas.
One covers: southern Minnesota, northern Iowa, and southern Wisconsin.
The other: far northeastern Indiana and southwestern Michigan.
The 24 - 48 hr precipitiation forecast is calling for over 2 inches of
rainfall over southeastern Ohio.
Over an inch of rainfall is forecast for for two areas.
One covers western North Dakota.
The other: the northeastern 1/3 of Indiana, Ohio, northern West Virginia,
and northwestern Maryland
The excessive rainfall forecast is callinf for the possibility of flash
flood values to be exceeded for an area covering: southeast South Dakota,
southern Minnesota, northern Iowa, northwest Illinois, and southeast
Wisconsin.

INCIDENT MANAGEMENT SITUATION REPORT
SUNDAY, JULY 9, 2000 - 0900 MDT
NATIONAL PREPAREDNESS LEVEL II
CURRENT SITUATION:
The Northern Rockies, Eastern Great Basin and Southwest Areas reported new
large fire activity. Initial attack activity was light to moderate
nationwide. Containment objectives were reached on several large fires in
Utah, California and Colorado. The National Interagency Coordination Center
mobilized helicopters, small transport aircraft, infrared aircraft, radio
equipment, engines, and miscellaneous overhead. Very high to extreme fire
danger indices were reported in Alaska, Arizona, California, Colorado,
Idaho, Nevada, Utah and Wyoming.
ROCKY MOUNTAIN AREA LARGE FIRES:
An Area Command Team (Mann) is assigned to manage the large fires in western
Colorado and southwest Wyoming. A Type II Incident Management Team
(Anderson) is staged in Denver.
WILD HORSE BASIN, Rock Springs District, BLM. A Type II Incident Management
Team (Gardner) is assigned. This fire, near Rock Springs, WY, is burning in
pinyon pine, juniper, sagebrush and grass. Humidities have increased,
assisting with containment efforts.
BUSTER FLATS, Dinosaur National Monument, NPS. A Type II Incident Management
Team (Sisk) is assigned. This fire is burning in pinyon pine and juniper 75
miles northwest of Craig, CO in very steep terrain. High cumulus clouds
provided shade over the fire area for most of the day.
DRY FORK, Medicine Bow National Forest. This fire is burning in cottonwood
and greasewood in the Cheyenne River bottom, 14 miles northeast of Bill, WY.
Good progress toward containment has been made over the past few days.
EASTERN GREAT BASIN AREA LARGE FIRES:
BORROW PIT, Salt Lake Field Office, BLM. A Type II Incident Management Team
(Shell) is assigned. This fire is 20 miles southwest of Salt Lake City near
Lake Point, UT. The fire received a tenth of an inch of rain yesterday.
Crews continued to mop-up within the fire perimeter and cold trailed along
steep rocky areas.
DEEP CREEK, Salt Lake Field Office, BLM. This fire is 10 miles west of
Callao, UT. The fire is in a remote and inaccessible area. The fire is still
holding at hand and retardant lines.
ALASKA AREA LARGE FIRES:
Alaska currently has 21 unstaffed and uncontained fires in limited
protection areas for 307,345 acres.
ZITZIANA, Tanana Zone, BLM. This lightning-caused fire, which started on
6/13, is 85 miles west of Fairbanks. Fire activity was moderate with east to
southeast winds causing the west and northeast perimeter to advance with
occasional torching. The fire continues to back towards Kindinana Lake.
Three cabins on a wilderness lake were secured.
BEARPAW MOUNTAIN, Tanana Zone, BLM. This fire is burning in black spruce 100
miles southwest of Fairbanks. It was started on 6/24 by lightning.
Smokejumpers held the cabins they burned out around on Mucha Lake. Other
smokejumpers are in place holding another cabin site. Northwest winds and
low humidities caused runs on the west side of the fire.
BERING CREEK, Tanana Zone, BLM. This fire is 35 miles southwest of Tanana.
It was started by lightning on 6/14 in a limited suppression area. Aerial
ignition was successful in assisting with containment efforts. Crews have
successfully hand fired sawlines on the northeast corner of the fire.
NORTHERN ROCKIES AREA LARGE FIRES:
BAR, Miles City Field Office, BLM. This fire is burning in grass and timber
15 miles southwest of Broadus, MT. The fire was in patrol status and spotted
over the containment line. Spotting up to 200 feet ahead of the fire was
observed. Winds were observed at 20 mph and above. The southern perimeter
may cause problems due to dense fuels and steep terrain. Full containment
was expected last night.
SOUTHWEST AREA LARGE FIRES:
VERDE, Albuquerque Field Office, BLM. This fire is 20 miles south of Laguna,
New Mexico in grass and pinon juniper. No other information was reported.
OUTLOOK:
*** A RED FLAG WARNING IS POSTED IN SOUTHWEST AND CENTRAL WYOMING FOR STRONG
WINDS, LOW HUMIDITIES AND DRY LIGHTNING ***
Monsoon moisture will produce scattered wet thunderstorms across Utah and
Colorado. Wyoming will have isolated dry thunderstorms. A trough of low
pressure over the northwest will produce some showers and thunderstorms in
western Idaho, while southeast Idaho will remain dry.
Winds across the West will generally be southwest at 10 to 20 mph with gusts
to 25 mph during the afternoon. Stronger gusts will occur in Wyoming,
especially near thunderstorms. Temperatures will range from the 70's in the
mountains to near 100 in the deserts of southern Utah. Minimum humidities
will range from 10 to 20 percent in the driest areas.
