[STORMREPORTS] TD 4-E weakens...expected to remain a TD

The 11 PM EDT advisory from the National Hurricane Center places TD 4-E near 13.0 North, 122.4 West... moving west at 11 mph. Max sustained winds are now down to 30 mph, with gusts to 40. The minimum central pressure... 1008 millibars(29.76 inches).

Current forecasts keep TD 4-E a depression and continue to move it out to sea.
