Tornado Risk -- Slight
There is less than a 2% probability of a tornado within 25 miles of any
point as of this morning.
Hail Risk -- Slightly Moderate
There are two areas with a 15% or greater probability of hail 3/4 inch and
larger within 25 miles of any point.
One area covers southern North Dakota, and South Dakota except the southwest
corner.
The other area covers the northeast 1/3 of Missouri, and central west and
central Illinois.
There are two 5% probability areas.
One covers the southeast 1/3 of Montana, central north through northeast
Wyoming, South and North Dakota, western Minnesota, Nebraska except the
southwest corners, the north northeast corner of Kansas, central and
northern Missouri, Illinois except the far southern and far northern areas,
and southern and northwestern Iowa.
The other 5% probability area covers far northern New Hampshire, and Maine
except the southern area.
Wind Risk -- Slightly Moderate
There are two areas with a 15% or greater probability of winds in excess of
50 knots within 25 miles of any point.
One area covers southern North Dakota, and South Dakota except the southwest
corner.
The other area covers far northeastern Kansas, the northern 1/3 of Missouri,
far south southeast Iowa, and central west and central Illinois.
There are four 5% probability areas.
One covers the southeast 1/3 of Montana, central north through northeast
Wyoming, South and North Dakota, western Minnesota, Nebraska except the
southwest corners, the central north and northeast corner of Kansas, central
and northern Missouri, Illinois except the far southern and northern areas,
and southern and western Iowa.
The second 5% probability area covers Maine except the far western area.
The third area covers central and eastern North Carolina, and southeast 1/3
of Virginia.
The last area covers northcentral Florida.
Tomorrow's Risk -- Slightly Moderate
The risk area tomorrow covers east central and eastern Montana, west central
and western North Dakota, South Dakota except the northeast corner, Nebraska
except the southwest corners, central and central north Kansas, Iowa,
Illinois except the southern and northeast corner and far central west
Indiana.
Areas of lessor risk include the northeast corner of the Texas panhandle,
the area around the east Oklahoma panhandle,and west central south Kansas.

The 24 hr precipitation forecast is calling for over an inch of rainfall
over central south North Dakota; central north and central South Dakota;
west central,central, central south, and southeast Iowa; central north and
northeast Missouri; central west, central, and south central Illinois. The
heaviest rainfall is expected in central Illinois.
The 24 - 48 hr precipitation forecast is calling for over an inch of
rainfall over north central Illinois.
The area of forecast possibility of excessive rainfall is over central east
Kansas, Missouri except the southern and northeastern areas, far southwest
Wisconsin, and Illinois except the far northeast and southeast corners.

INCIDENT MANAGEMENT SITUATION REPORT
TUESDAY, JULY 4, 2000 - 0530 MDT
NATIONAL PREPAREDNESS LEVEL II
CURRENT SITUATION:
Initial attack and large fire activity accelerated in the Rocky Mountain
Area. New large fires were also reported in the Northern Rockies, Southern
California, Southwest, and Eastern Great Basin Areas. Forecasted dry
lightning and the increased human-caused fire risk associated with the
holiday will increase the potential for fires today. The National
Interagency Coordination Center processed orders for airtankers, lead
planes, air attack aircraft, infrared aircraft, helicopters, engines,
caterers, shower units, radio equipment, crews, and miscellaneous overhead.
Very high to extreme fire danger indices were reported in Colorado, Wyoming,
Utah, Nevada, Idaho, Oregon, Alaska, California, South Dakota, Arizona, and
New Mexico.
ROCKY MOUNTAIN LARGE FIRES
BUSTER FLATS, Dinosaur National Monument. A Type II Incident Management Team
(Sisk) is assigned. This fire is burning in pinyon pine and juniper 70 miles
west of Craig, CO. Gusty winds, rugged terrain and low humidities
contributed to the rapid spread of the fire. Several campgrounds in the area
have been evacuated as a precaution. The cause of the fire is under
investigation.
CONE MOUNTAIN, Grand Junction District, BLM. A Type II Incident Management
Team (Hartman) is assigned. This lightning-caused fire is 38 miles southwest
of Grand Junction, CO. It is burning in ponderosa pine, pinyon pine and
juniper fuels. Observed fire behavior includes long range spotting and 80
foot flame lengths. Historic structures are threatened.
WILD HORSE BASIN, Rock Springs District, BLM. A Type II Incident Management
Team (Gardner) is assigned. This fire, near Rock Springs, WY, was ignited by
lightning. Fuels are pinyon pine, juniper and sagebrush. High winds are
causing the fire to spread rapidly.
BLACK BUTTE, Rock Springs District, BLM. This fire is burning in grass,
sagebrush, and juniper fuels near Rock Springs, WY. Strong winds are
hindering containment efforts.
COLOROW MOUNTAIN, Craig District, BLM. The fire is located 16 miles
northwest of Meeker, CO. No new information was reported.
NORTHERN ROCKIES AREA LARGE FIRES:
BEAR CAMP, Clearwater National Forest. A Type II Incident Management Team
(Colla) is assigned. The fire is 40 miles southwest of Missoula, MT. An
infrared aircraft detected hot spots outside the fireline. Crews are falling
hazard trees, mopping up hot spots and gridding areas of unburned fuels for
spots.
WESTERN GREAT BASIN AREA LARGE FIRES:
KELLY CREEK, Winnemucca Field Office, BLM. A Type II Incident Management
Team (Carr) is assigned. The fire is 12 miles northeast of Golconda, NV.
Crews are making progress toward containment, despite strong winds and low
humidities.
VIGUS, Battle Mountain Field Office, BLM. The fire is burning in sagebrush
and juniper fuels near Austin, NV. Crews are making good progress
constructing fireline.
EASTERN GREAT BASIN AREA LARGE FIRES:
CEDAR FIELD, Upper Snake River District, BLM. This fire is burning in grass
and sagebrush 10 miles southwest of American Falls, ID near the Massacre
Rocks State Park. High winds are challenging containment efforts.
ALASKA AREA LARGE FIRES:
TOLOVANA DOME, Tanana Zone, BLM. This fire is burning in black spruce and
hardwoods 60 miles northwest of Fairbanks. The fire received rain throughout
the day yesterday, assisting crews in making good progress on building
fireline.
BEARPAW MOUNTAIN, Tanana Zone, BLM. The fire is burning in black spruce 100
miles southwest of Fairbanks. Winds gusting to 20 mph caused the fire to
burn actively. Crews have completed the installation of sprinkler systems
near two cabin sites. Cabin protection operations continue.
ZITZIANA, Tanana Zone, BLM. This lightning-caused fire is burning 85 miles
west of Fairbanks. The fire continues to show activity on the south and
northeast portions of the perimeter. More smokejumpers were dropped in to
cut sawline and set up hoselays around cabins on Wilderness Lake. Cabin
protection operations are also underway along the Kantishna River, the
Tanana River, and around Kindanina and Geskakmina Lakes.
NORTHWEST AREA LARGE FIRES:
LUG NUT, Lakeview District, BLM. A Type II Incident Management Team
(McElwain) is assigned. This lightning-caused fire is burning 22 miles
northeast of Fort Rock, OR. Crews are preparing a contingency fireline and
constructing safety zones. A large portion of the fire is within a
wilderness study area.
SOUTHERN CALIFORNIA AREA LARGE FIRES:
BROOMSEDGE, Hawaii Volcanoes National Park, NPS. This grass fire is burning
30 miles southwest of Hilo, HI. Crews have constructed one mile of fireline.

The Eastern Great Basin will be mostly sunny except for Idaho and eastern
Wyoming, which will be partly cloudy with isolated showers and
thunderstorms. High temperatures will be in the 60's and 70's in the
mountains, in the 80's at lower elevations and near 100 in the deserts.
Winds will be west to southwest at 10 to 25 mph with gusts to 30 mph in
Utah. Minimum relative humidities will be 5 to 20 percent.
The Western Great Basin will be mostly sunny to partly cloudy. The western
part of Nevada will be cooler and breezy. High temperatures will be 50 to 60
in the mountains and in the upper 70's in the desert areas. Winds will be
west to southwest at 10 to 25 mph. Minimum relative humidities will range
from 10 to 25 percent in the valleys and 20 to 40 percent in the higher
elevations.
Montana will be partly cloudy with a chance of showers and isolated
afternoon thunderstorms. High temperatures will range from 55 to 70 in the
mountains and up to 80 in the valleys. Minimum relative humidities will be
25 to 40 percent. Winds will be out of the west at 10 to 20 mph.
Northern California will be partly to mostly cloudy with scattered afternoon
and evening showers and thunderstorms in the far north. High temperatures
will be in the 60's and 70's. Minimum relative humidities will be 30 to 50
percent with southwest winds at 5 to 15 mph.

Drowning is the 7th leading cause of injury deaths in this country and
the 2nd leading cause of injury deaths for children ages 1 - 19 years.
It is the 3rd leading cause of death for children 0 - 4 years of age.
Each year, there are approximately 5,700 drownings of which only half
meant to be in the water at the time of the incident. The leading
contributing factor in child drownings is inappropriate supervision.
50% - 67% of the adult drownings are alcohol or drug-related. Each
year, there are approximately 1,000 boating deaths of which 90% result
from drowning. Most of the drownings occur within 10' of safety or 50'
from shore. Most of these victims had PFDs but were not wearing them at
the time of the incident. The majority of the drowning deaths in this
country occur during holidays and weekends.
