RESIDUAL RIVER FLOODING IN NATION'S MID-SECTION
Runoff from earlier rains is keeping a number of Midwest riversin flood.
Moderate rain along coastal areas of the Mid-Atlantic and NewEngland states
could cause localized flooding

over the last day for:

INCIDENT MANAGEMENT SITUATION REPORT
TUESDAY, JUNE 6, 2000 - 0530 MDT
NATIONAL PREPAREDNESS LEVEL III
CURRENT SITUATION:
New large fires were reported in the Southern and Southwest Areas.
Initial attack activity was moderate in the Southwest, California and the
Southern Area, and light elsewhere. The National Interagency Coordination
Center mobilized lead planes, a helicopter, infrared aircraft, radio
equipment, a caterer, crews, and miscellaneous overhead. Very high to
extreme fire indices were reported in Arizona, New Mexico, Utah,
California, Oklahoma, Texas, Colorado, Kansas, and Mississippi.
SOUTHWEST AREA LARGE FIRES:
An Area Command Team (Harbour) is assigned to manage the large fires in
northern Arizona.
VIVEASH, Santa Fe National Forest. A Type I Incident Management Team
(Bateman) is assigned. This fire is burning in ponderosa pine and mixed
conifer five miles northwest of Pecos, NM. Numerous hot spots on the
perimeter of the fire have been extinguished. Crews are continuing mop up
and rehabilitation work.
PUMPKIN, Kaibab National Forest. A Type II Incident Management Team
(Anderson) will transition with Joki's Type II team today. A Type II
Incident Management Team (Johnson) has been ordered to replace Joki's team
later in the week. The fire is 15 miles northwest of Flagstaff, AZ.
Active interior burning is still occurring on the south face of Kendrick
Mountain. The threat to the Kendrick Lookout Tower and historic cabins
remains.
CERRO GRANDE COMPLEX, Bandelier National Park. An Area Command Team
(Mann) and two Type II Incident Management Teams (Carr and Smith) are
assigned. The fire is near Los Alamos, NM. No new information was
reported.
MAGDALENA COMPLEX, Cibola National Forest. A Type II Incident Management
Team (Bustamante) is assigned. This is a complex of nine fires west of
Socorro, NM, two of which are uncontained. The largest is the Gorge (350
ac). Crews are building fireline, holding the perimeters of the contained
fires and initial attacking any new starts. Control problems include low
relative humidities, extremely rough terrain and difficult access.
OUTLET, Grand Canyon National Park. A Type II Incident Management Team
(McElwaine) is assigned. The fire is 25 miles south of Jacob Lake, AZ.
This fire was contained on 5/21, but increased fire activity on the east
side has resulted in additional resources being assigned to the fire.
EAST, Arizona State Land Department. This lightning caused fire is five
miles southeast of Willcox, AZ. Winds pushed the fire toward residences,
but initial attack forces along with support from airtankers kept the fire
from reaching the structures.
SOUTHERN AREA LARGE FIRES:
A Type II Incident Management Team (Kearney) has been ordered for staging
in Gainesville, FL.
LOUISE, Florida State Division of Forestry. This fire is in Alachua
County near Gainesville, FL. It was reported to be contained on 6/1.
Yesterday the fire escaped containment lines and grew 1000 acres.
Structures are threatened.
MICROWAVE, Florida State Division of Forestry. This fire, located in
Osceola County, started on 5/5. On 6/4, it was reported to be 1,500 acres
and 60 percent contained. The fire burned out of containment lines on 6/5
and has now grown to 5,000 acres.
BLUE HEAD RANCH I, Florida State Division of Forestry. This fire is in
Highlands County, FL. No other information was reported.
BLUE HEAD RANCH II, Florida State Division of Forestry. This fire is in
Highlands County, FL. No other information was reported.
MUSE AREA, Florida State Division of Forestry. These fires are in Glades
County, FL. No other information was reported.
BUNDY LAKE, Florida State Division of Forestry. The fire is burning in
heavy fuels 15 miles northeast of Gainesville, FL. No new information was
reported.
MORRIS BRIDGE ROAD, Florida State Division of Forestry. The fire is north
of Tampa, FL in Pasco County. No new information was reported.
CRANBERRY, Florida State Division of Forestry. This fire is in Sarasota
County, FL. No new information was reported.
WESTERN GREAT BASIN LARGE FIRES:
BUCK SPRINGS, Humbolt-Toiyabe National Forest. A Type II Incident
Management Team (Burdick) is assigned. This fire is burning in the Mt.
Clarkson Wilderness ten miles east of Pahrump, NV. Bristlecone pine
stands and sensitive sites are threatened. Major spotting and uphill runs
were observed yesterday.
OUTLOOK:
*** A FIRE WEATHER WATCH IS POSTED IN CENTRAL FLORIDA FOR GUSTY WINDS AND
LOW AFTERNOON RELATIVE HUMIDITIES ***
Florida will be partly cloudy with scattered afternoon showers and
thunderstorms. High temperatures will be in the mid 80's to the mid 90's.
Winds will be west to northwest at 10 to 15 mph. Minimum relative
humidities will range from 35 to 50 percent.
New Mexico and southern Colorado will be partly cloudy with scattered
afternoon showers and thunderstorms. High temperatures will be 75 to 90.
Winds will be west at 10 to 20 mph. Minimum relative humidities will be
10 to 20 percent, except in southeast New Mexico where relative humidities
will be from 20 to 35 percent.
Southern Utah and southern Nevada will be sunny and breezy. Temperatures
will be in the 80's and 90's for most of the area, with desert
temperatures reaching 110. Winds will be west to southwest at 15 to 25
mph with gusts up to 30 mph. Relative humidities will be from 5 to 15
percent.
Arizona will be mostly sunny, except in southeast Arizona where conditions
will be partly cloudy with scattered showers and thunderstorms. High
temperatures will be 85 to 95 in the mountains and up to 110 in the
deserts. Winds will be west to southwest at 10 to 20 mph. Minimum
afternoon relative humidities will be 5 to 15 percent.
Southern California will be sunny with high temperatures in the 60's and
70's along the coast, 80 to 90 in the interior and up to 112 degrees in
the deserts. Winds will be west to southwest at 10 to 20 mph. Minimum
relative humidities will be 50 to 70 percent on the coast, 15 to 30
percent in the interior valleys, and 5 to 15 percent in the desert areas.

We have a report that 1/3 of the local work force in Leitchfield Kentucky
are or will be out of work between 3 to 6 months until factories damaged by
the recent tornadoes can be completely rebuilt. Unfortunately this disaster
does not meet the standards for a federal disaster declaration. SBA loans
are available, but the employees of the companies affected are going to be
facing tough times while they wait for the factories to be rebuilt. If
anyone has any suggestions about what can be done please send me an e-mail

I have decided to give out awards to the best disaster information related

ALASKA STATEWIDE
Spring Breakup Summary
With the exceptions of the Northwest and North Slope drainages, most
rivers and streams in the State are now open. A substantial snowpack
still lingers in the highlands of the upper Yukon Basin. If a prolonged
period of warm weather occurs in early June, there may be significant
rises in Yukon Basin area rivers and streams due to high volumes of
snowmelt runoff. The Chena River is still overflowing at mile 37 of the
Chena Hot Springs road. Water levels should show continued improvement
over the next few days with water over the road eventually falling to less
than an inch. Noatak, Kobuk, Buckland, Seward Peninsula and North Slope
Rivers: Breakup on the Kobuk River has passed Kiana. River ice went out
at Buckland on Friday night and water levels steadily receded since then.
A stretch of warm weather and high freezing levels will start the breakup
of Brooks Range/North Slope drainages this week. Residents in low lying
areas along the major rivers should take measures to protect property from
possible flood waters caused by ice jamming during the breakup process.

New computer virus sends prank messages to mobile phones
VBS/Timofonica spreads via e-mail, activates via GSM phones
VBS/Timofonica operates under the Windows operating system and needs
Microsoft Outlook to spread itself further via e-mail, much like
LoveLetter. The e-mail messages sent by Timofonica are as follows:

The Spanish text speaks critically about the monopoly of the Spanish
telecom operator Telefonica, and urges users to open the attachment to see
more information on the subject. It also asks users to forward this e-mail
to all their friends. The word "Timofonica" itself is a joke on
Telefonica word "Timo" means trick in Spanish.
What makes Timofonica special is that it also sends e-mail messages to an
E-mail-to-GSM gateway in Spain. As a result, the virus might send this SMS
message to thousands of random GSM numbers:
informa que: Telefónica te está engañando.
This text means "Note: Telefonica is cheating you".
"This seems to be a political virus", comments Mikko Hypponen, Manager of
Anti-Virus Research at F-Secure Corporation. "apparently the virus is
trying to protest against the Telefonica company - and it attempts to do
this by sending the message directly to people's mobile phones."
Currently, there's no information on where the virus may have originated
from. There are no obvious clues in the source code of the virus other than
that it's obviously written in Spain.
So far, F-Secure has received reports of this new virus only from Spain.
Apparently the SMS gateway will only send messages to GSM phones using the
Telefonica Movistar network, most likely limiting the exposure to Spanish
users only.
"This is the first ever virus to do anything with mobile phones," continues
Hypponen. "However, this is not a mobile phone virus - it does not spread
through phones, it just sends annoying message to them."
F-Secure Corporation launched F-Secure Anti-Virus for WAP Gateways in
Febuary 2000 to protect WAP mobile phone systems against virus attacks.

Several heat signatures (red) are visible from fires burning in northern
Florida. Additional fires may be obscured by clouds or have heat signatures
