Today there is a 15% probability of a tornado within 25 miles of any point
for an area covering central and northern Indiana, eastern central Illinois,
southern Michigan, and northwestern Ohio.
The 2% probability area covers north central and northeastern Arkansas, the
southeastern 1/3 of Missouri, Illinois except the northwest corner, Indiana,
Ohio except the eastern and southcentral areas, north western Kentucky, and
far northwestern Tennessee.
There is a 25 % probability of hail 3/4 inch and larger, and a 25%
probability of winds in excess of 50 knots within 25 miles of any point ,
for an area covering southeast Missouri, the southeastern 3/5 of Illinois,
Indiana, southern Michigan and western Ohio.
The 5% probability area extends from northeastern Texas, through to western
New York and western Pennsylvania.
Tomorrow the risk area moves to the northeast and covers northeastern North
Carolina, Virginia except the far western area, eastern West Virginia,
Pennsylvania except the western area, New York except the western area,
Vermont, western Massachusetts, far western New Hampshire, Connecticut, New
Jersey, Maryland, and Delaware. Early indications are that this storm will
still be capable of producing tornadic storms.
An area of northeast Texas and southwest Arkansas is expected to receive
over 2 inch of rain today.

Flood Summary
Rain and Flooding in the Midwest, Northeast and Puerto Rico
Thunderstorms produced some heavy rains over the Midwest from Missouri to
southern Wisconsin and in Puerto Rico. Minor flooding, particularly in
low-lying areas, was reported in these areas. In the Northeast, minor
flooding from earlier heavy rains this week was reported, with flood
warnings issued for several rivers in Maine, New York and Vermont. Minor to
moderate flooding was also reported in parts of Oklahoma. On Friday,
moderate to locally heavy rain is forecast from Texas to the Lower Great
Lakes and into New England, with some localized flooding possible due to
already saturated soils in several areas.
FLASH FLOODING:
Flood/Flash Flood Warnings and/or Urban and Small Stream Flood Advisories
were issued over the past 24 hours for the following locations (in
alphabetical order, by state).
Iowa: Black Hawk, Buchanan, Delaware and Fayette Counties
Missouri: Caldwell, Clinton and Leavenworth Counties
Puerto Rico: the municipalities of Adjuntas, Aibonito, Arecibo, Bayamon,
Cabo Rojo, Catano, Cayey, Ceiba, Coamo, Dorado, Fajardo, Guayama, Guaynabo,

INCIDENT MANAGEMENT SITUATION REPORT
FRIDAY, MAY 12, 2000 - 0530 MDT
NATIONAL PREPAREDNESS LEVEL III
CURRENT SITUATION:
Two new large fires were reported in the Southwest Area. The Cerro Grande
fire near Los Alamos, NM continued to destroy structures. Winds are
forecast to diminish somewhat for New Mexico and Arizona today. The
Southwest Area ordered another Type I Incident Management Team. The
National Interagency Coordination Center processed orders for helicopters,
airtankers, meteorological equipment, radio equipment, caterers, showers,
engines, crews, and miscellaneous overhead. Very high to extreme fire
indices were reported in New Mexico, Arizona, Texas, Oklahoma, California,
Utah, and Maryland.
SOUTHWEST AREA LARGE FIRES:
CERRO GRANDE, Bandelier National Monument. An Area Command Team (Meuchel)
and two Type I Incident Management Teams (Humphrey and Bateman) are
assigned. The fire is burning near Los Alamos, NM. Efforts are being
made to reestablish a secure anchor point. Engines and crews continued to
battle structural loss in the community of Los Alamos and at the Los
Alamos Laboratory. Extreme fire behavior was observed in all areas. The
Incident Command Post was evacuated.
SCOTT ABLE, Lincoln National Forest. A Type II Incident Management Team
(Garcia) is assigned. A Type I Incident Management Team (Studebaker) has
been ordered. The fire is burning in heavy timber 20 miles south of
Cloudcroft, NM. Residents in the communities of Weed and Sacramento have
been evacuated. Fire behavior yesterday included crowning and spotting up
to 3/4 mile. The fire was caused by a downed power line.
OUTLET, Grand Canyon National Park. A Type II Incident Management Team
(Anderson) is assigned. A Type I Incident Management Team (Frye) has been
ordered. The fire is burning in ponderosa pine and mixed conifer two
miles north of North Rim Village. High winds continued to cause problems
yesterday.
CREE, Lincoln National Forest. A Type I Incident Management Team (Hart)
is assigned. The fire is burning in pinyon-juniper forest near Ruidoso,
NM. Residents were allowed to return to their homes yesterday and most
roads were reopened. Crews held the fire within established firelines,
despite winds gusting to 60 mph.
MANUELITAS, Las Vegas District, New Mexico State Forestry. The fire is
burning in pinyon-juniper and ponderosa pine fuels, ten miles north of Las
Vegas, NM. Residents in the communities of Manuelitas and Canoncitos were
evacuated. Highway 94 has been closed.
COON CREEK, Tonto National Forest. The fire is 20 miles north of Globe,
AZ in the Sierra Ancha Wilderness. No significant fire activity occurred
yesterday. Crews and engines patrolled the west and northeast sides of
the fire.
SOUTHERN AREA LARGE FIRES:
COOK RANCH, Texas State Forest Service. The fire is burning 36 miles
south of Ft. Stockton, TX. The fire continued to burn actively yesterday.
Heavy smoke and decreased visibility caused Highway 385 to be shut down.
Crews conducted a burnout operation.
OUTLOOK:
*** A FIRE WEATHER WATCH IS POSTED IN THE NORTHERN HALF OF FLORIDA FOR LOW
AFTERNOON RELATIVE HUMIDITIES ***
New Mexico and Arizona will be mostly sunny and cooler. Winds will be
west to northwest at 10 to 20 mph. Afternoon temperatures will be in the
high 60's to 70's in the mountains and near 90 at lower elevations.
Minimum relative humidities will be between 15 and 25 percent.
West Texas will be mostly sunny and cooler. High temperatures will be in
the 90's. Winds will be west at 10 to 20 mph. Afternoon relative
humidities will range from 5 to 15 percent.
Florida will be partly cloudy with isolated showers and thunderstorms in
the south central part of the state. High temperatures will be in the
90's. Minimum relative humidities will be 35 to 45 percent.

portion of the Cook Branch Wildfire, Firefighter Payne's plane struck a
radio tower and crashed.

Heat signature (red) and large smoke plume (light blue) are visible from the
large fires burning near and in Los Alamos. The fire has burned over 18,000
acres and the media has reported 400 homes burned in Los Alamos. The heat
signature from a smaller fire located to the east of Los Alamos is also
visible.
