     MID-DECEMBER IN ALL BUT ONE WINTER...THE WINTER OF 1923-'24.
DURING
     THAT WINTER...IT WASN'T UNTIL DECEMBER 30 1923 WHEN THE FIRST
     MEASURABLE SNOWFALL WAS RECORDED. THIS WINTER WILL RANK
     SECOND...ASSUMING MEASURABLE SNOW OCCURS THIS WEEK OR NEXT.
